Jenny Messerly 2ba564fa07 Avoid Analyzer isInSdk in DDC to work around #31045 ...

We were avoiding it in most cases, but a few slipped in.
Also refactors a few `uri.toString() == value` to test the scheme and
path, avoiding the expensive `Uri.toString()` call.
