Ben Konyi 76097a9e47 [ Service ] Don't redirect HTTP VM service requests when Observatory is not being served
Users should still be able to make direct HTTP requests to the VM
service, even if Observatory is disabled. For example:

GET http://127.0.0.1:58606/1aeHA80oCk8=/getVM

Dart CLI tooling

A command-line utility for Dart development.

Usage: dart [vm-options] <command|dart-file> [arguments]

Global options:
-h, --help                 Print this usage information.
-v, --verbose              Show additional command output.
    --version              Print the Dart SDK version.
    --enable-analytics     Enable analytics.
    --disable-analytics    Disable analytics.

Available commands:
  analyze   Analyze the project's Dart code.
  compile   Compile Dart to various formats.
  create    Create a new project.
  format    Idiomatically format Dart source code.
  pub       Work with packages.
  run       Run a Dart program.
  test      Run tests in this package.

Run "dart help <command>" for more information about a command.
