Daco Harkes b732c96e8a Revert "[vm, gc] Incremental compaction, take 2." 
This reverts commit 9077bf991f.

Reason for revert: CBuild and TGP crashes in random Dart code which
look a lot like arbitrary memory corruption.

Original change's description:
