Liam Appelbe 6f677df11a [test] Disable regress_53519_test in obfuscated/dwarf mode

Also reverts https://dart-review.googlesource.com/c/sdk/+/354840,
which attempted the same thing. The vmOptions are not parsed
correctly on the bots.
