Alexander Aprelev 324718fadd [vm] Revert "Restore TLABs."
This reverts commit 7e1aa67855 as this
regresses flutter stock_layout_iterations by about ~9% on Moto G4.

Fixes https://github.com/dart-lang/sdk/issues/35694
