Kallen Tu 9fee4af302 [analysis_server] Primary constructors: Update RemoveEmptyConstructorBody. 
Added support to the `RemoveEmptyConstructorBody` fix to handle primary constructor bodies.

```dart
class C(int x) {
  this : assert(x > 0) {}
}
```

becomes

```dart
class C(int x) {
  this : assert(x > 0);
}
```
