Paul Berry 0923668147 Migration: remove preview section "edit rationale" 
Also remove the code to generate it, and associated tests.  This
feature is no longer useful now that we have the "stacktrace" view,
and there's a considerable amount of complex logic backing it that's
interfering with other work I'm trying to do.

Fixes #41387
