Recent change
[Implementation of evaluation to JS in frontend server]

introduced a failure in windows tests due to
using string concatenation passed to Uri.parse.

Use Uri.resolve instead of string concatenation
to create file Uri in expression_compiler_test.dart

Fixes #40592
