These two groups were the same (except for Kallen, who was accidentally not included in OWNERS_FOUNDATION and should have been), so we decided to merge them. Internally, the group is called the "Dart Language and Core Libraries" team, so `OWNERS_LANGUAGE` seems like the one to keep.
