Nicholas Shahan 2d5265f59d [dartdevc] Apply always_declare_return_types lint and cleanup violations
In most cases I provided the type that appeared in the return
statements. For a few test files I explicitly typed the return types as
dynamic because it caused diffs in the expected break point locations
when adding more explicit types and it wasn't totally clear what the
new locations should be.

Sigmund Cherem f910a7575f dart2js nnbd setup
- fixes check_nnbd_sdk.dart to run on dart2js patch files
- splits golden file used by that script by target
- adds it to the old-rti bot (until we get the new nnbd bot)
- adds a suite that runs legacy tests in nnbd weak mode

Sigmund Cherem 3c9e924073 Revamp patch_sdk.dart mainly to use libraries.json.
This will make it possible to use the script to create a patched sdk
for dart2js and the vm (some followup needed), which will be useful
to migrate their libraries to nnbd.

In the future, we should be able to leverage this new logic to
write tests that ensure our sdk is warning-free (there are > 80 real
warnings today even on the non-nnbd sdk)

In detail, this CL includes:

* loading the libraries data from libraries.json, this removes the need for a

* auto-generates a libraries.dart in the patched sdk that can be used to run

Robert Nystrom ed0cc81e81 Get DDC and DDK test builds working with the forked NNBD SDK.
With these changes, I can run:

  ./tools/build.py -m release --nnbd dartdevc_test

In a checkout that also includes a migrated core library that uses
NNBD features.

I haven't verified if the resulting JS is *correct*, but the build
doesn't error out.

Nate Bosch 2bbb2f3c1f Disallow implicit casts
Explicit casts make it easier to confidently navigate the code base and
apply refactorings which tighten types. This change exposes a number of
places where types can be tightened, but only the most trivial were
applied. For most places I added the explicit cast that would have
happened anyway and so behavior shouldn't be changing.

- Add the configuration which disallows implicit casts in the analyzer.
- Add explicit casts in almost all instances.
- Where the implicit cast was due to a local variable type on the left,
  change it to a `var` so the type is not repeated.
- In a few places add argument types where they were already applied on
  the parent type, and the subclass was unnecessarily loosening argument
  types to dynamic.
- In a few places where a method was defined with an implicit dynamic
  return but had an obvious and consistent return type, annotate the
  method instead of casting after calls to that method.

Nicholas Shahan 2fd1021326 [dartdevc] Turn on lints and cleanup violations
Working towards turning on all lints from package:pedantic. This change includes
the lints that needed cleanup and don't change any behavior.

Applied cleanup:
* Don't explicitly initialize variables to null.
* DO use curly braces for all flow control structures.
* Use `.isEmpty` instead of `.length == 0`.
* Use `.isNotEmpty` instead of `.length > 0` or `! .isEmpty`.
* Use `=` to separate a named parameter from its default value.

The remaining lints from package:pedantic will require cleanup that is less
automatic and will be addressed in later changes.

Nate Bosch 04e329b6ed Add override annotations across DDC
Previously 36% of overrides were annotated, including inconsistent
annotations within a single class.

- Add annotations on remaining overridden methods.
- Add linter section to `analysis_options.yaml` so that missing
  annotations are visible while editing.

Jenny Messerly 1ef4399df0 Run dartfmt --fix for dart2 on pkg/dev_compiler
This uses optional new/const and `=` in named argument defaults.

All changes are automated, except for:

- utils/dartdevc/BUILD.gn: run DDC build scripts with --preview-dart-2
- pkg/dev_compiler/tool/patch_sdk.dart: add a TODO that Analyzer doesn't
  supporting implicit const in libraries.dart
- pkg/dev_compiler/tool/input_sdk/libraries.dart: was not formatted due
  to the aforementioned Analyzer bug
- tools/bots/test_matrix.json: run DDC sourcemap suite in Dart 2 mode
- pkg/pkg.status: skip pkg/dev_compiler if running in Dart 1 mode

Jenny Messerly dab7da78cd fix implicit casts in DDC
There are a few bug fixes here as well. Most notably, `.name.name`
instead of `.name` in DDK's analysis of virtual accessors. DDC/K's
handling of spread arguments in JS interop was also fairly broken
(it was generating a RestParameter instead of Spread). There's
also a lot of cleanup in js_ast as well, to make it a bit more
type safe.

Bob Nystrom 68dc77f456 Build DDC's SDK as part of the regular build.
This involves a few main pieces:

- Add code to the GN scripts to generate DDC's patched SDK and then
  compile it to summaries and JS in the build output directory.

- Add support to the underlying DDC build scripts to support controlling
  which files are built where.

- Update test.dart to use the DDC SDK from the build directory.

- Update create_sdk to use the built SDK instead of the checked in one.

- Fix various internal DDC tools to build their own copy of the SDK
  (since they can't easily find the one in the build directory because
  it's path if config-specific) and use those.

- Delete the checked DDC SDK JS and summaries.

I think I got everything working. The built Dart SDK looks fine -- it's
identical to one built using the old build scripts.

The various tools and DDC's little test runner I *think* work, but there
may be a bug or two in there. I tried the various things I could and it
seems like they work but it's hard to tell since they may be kind of
broken right now anyway.

it's all under input_sdk now:
  lib -> the lib folder
  private -> the dart:_* libs
  patch -> the files with @patch

I imagine we'll try and focus changes on the last two

John Messerly a3bbe2a291 cleans up sdk patching so we no longer have unresolved names
js_codegen.dart and patch_sdk.dart are the only human-changed files.

This also pulls in dart:isolate, which is depended on from one of the implementation libraries

This also moves dart:_* files back to `lib/_internal/compiler/js_lib/` because there's where libraries.dart points to, and hence Analyzer looks for them there. Alternatively, we could put them somewhere like `tool/input_sdk_internal` and then copy that file into the right path.

There are a few examples of classes like this:

```dart

class StringBuffer {

```
