Changes the logic in `pkg/analyzer_cli` to use
`DiagnosticCode.lowerCaseName` instead of `DiagnosticCode.name`, and
`DiagnosticCode.lowerCaseUniqueName` instead of
`DiagnosticCode.uniqueName`. This ensures that diagnostic codes are
matched in a case-insensitive fashion.
This paves the way for deprecating (and eventually removing) the
`DiagnosticCode.name` and `DiagnosticCode.uniqueName` getters.

Adds the getters `lowerCaseName` and `lowerCaseUniqueName` to the
`DiagnosticCode` class. These getters behave the same as the `name`
and `uniqueName` getters, except that they convert the string to lower
case before returning. These getters should help make it easier for
the analyzer and related packages (as well as analyzer clients) to
treat diagnostic codes in a case-insensitive fashion.
In follow-up CLs, I plan to switch the analyzer and related packages
over to using the new getters, and then I'll deprecate and eventually
remove `name` and `uniqueName` from the analyzer public API.

Changes the analyzer and related packages so that when they refer to
diagnostic constants, they do so via the import prefix `diag`, which
refers to the appropriate `diagnostic.dart` file containing the top
level diagnostic constant declarations, rather than the static
declarations inside `DiagnosticCode`-derived classes (which will soon
be removed).
This CL was created by the following steps:
- Run the script
`pkg/analyzer_utilities/tool/messages/switch_to_toplevel_diagnostics.dart`.
- Execute `dart fix --apply --code=unused_import,unnecessary_import`
on the following directories (this removes imports that are no
longer necessary due to the change):
- `pkg/analysis_server`
- `pkg/analyzer`
- `pkg/linter`
- `pkg/analysis_server_plugin`
- `pkg/analyzer_plugin`
- `pkg/analyzer_testing`
- `pkg/front_end`
- `pkg/analyzer_cli`
- Execute `dart format` on the following files and directories:
- `pkg/analysis_server`
- `pkg/analyzer`
- `pkg/linter`
- `pkg/analysis_server_plugin`
- `pkg/analyzer_plugin`
- `pkg/analyzer_testing`
- `pkg/front_end/test/scanner_test.dart`
(Note that `pkg/front_end` and `pkg/analyzer_cli` are not
re-formatted as whole directories because they contain `.dart` files
that are test cases rather than source code, and reformatting those
files might change test expectations.)
- Manually add `diag` to
pkg/front_end/test/spell_checking_list_tests.txt.
- Manually fix the ignore comment in
`pkg/analyzer_testing/lib/src/analysis_rule/pub_package_resolution.dart`. (The
script `switch_to_toplevel_diagnostics.dart` automatically adds it
after `import 'package:analyzer/src/diagnostic/diagnostic.dart' as
diag;`, but then executing `dart format` bumps the ignore comment to
the following line, where it has no effect.)

Renames `pkg/analyzer/lib/src/diagnostic/diagnostic.dart` to
`pkg/analyzer/lib/src/diagnostic/diagnostic_message.dart`. The new
name aligns better with the library's purpose (which is solely to
export the class `DiagnosticMessageImpl` from
`package:_fe_analyzer_shared`).
This frees up the filename
`pkg/analyzer/lib/src/diagnostic/diagnostic.dart` to be used as the
repository for all generated analyzer messages.

The comment for `MemoryResourceProvider.convertPath` includes:
> This is a utility method for testing; paths passed in to other
> methods in this class are never converted automatically.
and indeed, the actual impl of this method is found in an extension,
in analyzer's test_utilities/ directory. It seems to me better to
leave a testing utility as a testing utility, and not expose it in
the public API of MemoryResourceProvider.
Additionally, the extension method is used by `ResourceProviderMixin`,
which is moving to the public analyzer_testing package. It is illegal
to have a circular non-dev dependency between the analyzer package
and the analyzer_testing package.
The migration for the ~half dozen test files that use this method is
to call the extension method directly. Sometimes with an extension
override, and sometimes without.

Previously, the fields in an AnalysisOptionsImpl were primarily
arranged by an extension method, declared externally, called
`applyOptions`. It seemed very odd that this wasn't just a method on
AnalysisOptionsImpl; the "Impl" class is already private.
But it turns out that an AnalysisOptionsImpl is _mostly_ not mutated
in practice; the class wants to be immutable, with final fields.
In this change, I make AnalysisOptionsImpl mostly immutable, and
convert the `applyOptions` extension method, and all of its helper
code, into a builder class, AnalysisOptionsBuilder. While we don't
use a lot of builders in analyzer packages, this is a much more common
and idiomatic pattern for setting up complicated data, multiple values,
and then finalizing it all into an object that will not be changed
again during it's lifetime.
One big benefit of this refactoring is that most fields in AnalysisOptionsImpl are now final:
* sourceLanguageConstraint
* errorProcessors
* excludePatterns
* file
* strictCasts
* strictInference
* strictRawTypes
* chromeOsManifestChecks
* codeStyleOptions
* formatterOptions
* unignorableNames
Whereas before, they _all_ had to be mutable, as `applyOptions`, the
primary mechanism for setting up an AnalysisOptionsImpl, had to able
to write any field.
Other changes:
* Flip the instantiation of AnalysisOptionsImpl and CodeStyleOptions;
now CodeStyleOptions is instatiated first, and AnalysisOptionsImpl
sets itself as `codeStyleOptions.options`.
* Remove the private, deprecated, `applyToAnalysisOptions` function.

The main feature is a small expansion to what is allowed in the `flutter / assets` field. We used to enforce that the `assets` field is a list, and that each value is a string. Now we enforce that:
* the `assets` field is a list
* an asset is either a string, or
* an asset is a map, with at least a 'path' key, with a string value.
This requires deprecating the `ASSET_NOT_STRING` code, and introducing
three others:
* ASSET_MISSING_PATH
* ASSET_NOT_STRING_OR_MAP
* ASSET_PATH_NOT_STRING
In addition I cleaned up a UX issue: Several codes referenced an 'asset' key, but it should be 'assets'. (In addition, the `ASSET_FIELD_NOT_LIST` code should be `ASSETS_FIELD_NOT_LIST` but I did not fix that.)
I also refactored all of the code to be more modern:
* Use `var` instead of types in declarations
* Short circuit error-and-return with `if (foo is! YamlMap)`. We didn't use to have promotion here, but this led to a wild amount of nesting (if, if, for, if, if, else, if!).

Some of the tests would write file paths (instead of URIs) into package_config.jsons, and another assumed memory usage of Dart processes was always low enough that the Memory column header would not be padded with extra spaces to account for wider numbers.
