I'm starting to try to track down the hang in socket_test in
a call to read() on Mac. We weren't checking that the calls
to set fds non-blocking were successful, so I'll start with
adding code to do that.
This CL also fixes the GN arm android build.

The debugger wire handler is implemented similarly to the io event handler.
A dedicated thread monitors the debugger port for incoming connection
requests. When a debugger is connected, the VM sends events messages
over the wire and handles debugger requests.
To start the VM with a debugger connection, use the option
--debug:<portnumber>. The VM pauses at the beginning of main()
and waits for a debugger to connect.
Subsequent changes will implement debugger commands one by one.
With this change, the VM only understands "resume" commands.

in standalone tests when run with 64bit dart.
The ioctl function when used with FIONREAD was being passed a 64 bit
argument which is incorrect.
Documentation on ioctl:
FIONREAD
The FIONREAD ioctl returns the number of data bytes (in all data
messages queued) in the location pointed to by the arg parameter. The
ioctl returns a 32-bit quantity for both 32-bit and 64-bit
application., Therefore, code that passes the address of a long
variable needs to be changed to pass an int variable for 64–bit
applications.
