To properly recognize control-flow constructs in sets, the constant
evaluator needs to get un-desugared set literals. This commit skips the
desugaring of const set literals if the constant evaluator is enabled
and adds a similar desugaring in the constant evaluator.
Doing the desugaring in the constant evaluator (which can be called
independently of Fasta) necessitates that dart:collection is indexed
in CoreTypes. We can remove this indexing again when the VM gains
native support for set constants.

This change replaces kernel AST declarations of fields and functions
with bytecode declarations.
Size of dilp files is reduced by 11-12%.
Startup latency:
Time to the first full frame: 1.945s -> 1.687s
FinalizeClass: 554ms -> 277ms
FinishClassLoading: 296ms -> 156ms
There are following regressions in bytecode mode, which will be fixed
in future:
* dart:mirrors are not supported yet (implementation of mirrors relies
on reading kernel AST in certain cases).
As the result, lib_2/mirrors/* tests fail.
* native extensions are not supported yet (annotations on libraries
and classes in AST are cleaned up as they could reference members
which are now removed from AST).
As the result, standalone_2/entrypoints_verification_test test fails.
* language_2/spread_collections/const_error_test/* tests fail
due to https://github.com/dart-lang/sdk/issues/36286.

The constant evaluator now generates all errors as Fasta diagnostic
messages. The ErrorReporter is simplified to just accept a diagnostic
message, or a notification that the constant evaluator encountered an
invalid expression (presumably put there due to an earlier error).
Also, the flow of control between the error reporter and the internal
abort exceptions is reversed, so the error reporter is now called as a
result of an abort exception being caught by the evaluate method.

In package-split mode, bytecode generation is performed separately for
each package. Previously, dropping AST was done right after generating
bytecode. However, dropping AST for a package makes it impossible to do
constant evaluation in other packages which import the package with dropped
AST. This breaks bytecode generation for subsequent packages.
To work around this problem, in package-split mode AST is removed
temporary until dillp file is written. After that, removed AST is restored
back.

Make the constant evaluator take an explicit error reporter so we have
to opt in to using the "simple" one that reports errors in an ad hoc
way. This is the start of a change to use Fasta-controlled error
messages throughout and eventually get rid of the simple error
handler, and to continue constant evaluation after the first constant
error.

Also, convert package:vm to use onDiagnostic.
We're consolidating all dependencies on package:front_end in one file per tool.
The idea is, if you want to depend on something in the package:front_end, you modify pkg/front_end/lib/src/api_unstable/vm.dart and consult with the front-end team.
These consolidated files will help us when designing a public API in the future.

TFA is improved to detect if a method was called using dynamic selector,
was ever called not via this, and whether the tear-off was taken.
This information is used to remove parameter type checks in AOT.
Less accurate selector-based analysis, which was used previously to get
this information, is now used only if TFA is disabled.
Also, precompiler is improved to omit method extractors and implicit
closure functions if analysis proved that tear-off is not taken.

The `@pragma` annotation on `vmservice_io.main` is modified to only mark it as a
root on non-product builds. Since the annotation is evaluated in the constant
transformation, we need to thread a flag through `gen_kernel.dart` indicating
whether the Kernel produced should target a product precompiler.
# Test Plan
Tested locally on Flutter. Unfortunately it's not possible to test the scenario where
`vmservice_io` is not included, since we don't have any "product" bots. Soon the
flag will be introduced into Flutter, and we will have some coverage from there.

of @ExternalName annotations in the kernel_loader to ensure that we are setting
is_external = false on native methods.

The option is not used by any client at this time and removing it simplifies the
next stack of changes I'll be making on how we compose file systems.
I also don't believe we will necessarily add this back as an option, but instead
it might be that clients requriing hermeticity will provide a custom file system
that helps with that.
