Currently we have things called XPtr which are not what you get from ptr().
Old world:
handle->raw() returns RawObject* (tagged)
raw_obj->ptr() returns RawObject* (untagged)
After 6fe15f6df9:
handle->raw() returns ObjectPtr
obj_ptr->ptr() returns ObjectLayout*
New world:
handle->ptr() returns ObjectPtr
obj_ptr->untag() returns UntaggedObject*

When these were originally added, we thought we would be able to use them in place of ifdefs and rely on the compiler optimizations and linker GC to remove things. This turned out not to reliably remove what we wanted removed, so we ended up with the ifdefs anyway.

Tests involving introspection, heap analysis, extensions, timeline events or profiling are expected to pass.
- Fix crash when `debugger` is called.
- Fix crash when metrics are queried.
- Replace unnecessary use of `eval` with `invoke`, allowing more tests to run on AOT, AppJIT and simulators.

Message is a C++ type with a simple ownership model appropriate for
std::unique_ptr. This CL applies the following changes:
1. All uses of "new Message(...)" are replaced with
"Message::New(...)", which is effectively
"std::make_unique<Message>(...)". (The latter was only added in C++14,
but Dart still compiles in C++11 mode.)
2. All owning Message* are replaced with std::unique_ptr<Message>. The
notable exception is MessageQueue, which still uses raw Message*
internally to simplify the linked list handling.
3. All "delete message;" statements are removed.
4. Uses of "NULL" replaced with "nullptr" as necessary.

API:

final int majorVersion;
/// The minor version of the protocol.
final int minorVersion;
/// The Uri to access the service. If the web server is not running, this

/// Control the web server that the service protocol is accessed through.
static Future<ServiceProtocolInfo> controlWebServer({bool enable: false});
}

... and add a randomly generated authentication token path prefix that must be passed in to access the service protocol.

Observatory listening on http://127.0.0.1:54804/
New base url:
Observatory listening on http://127.0.0.1:54804/<token>/
For example:
Observatory listening on http://127.0.0.1:54804/PTwjm8Ii8qg=/

This is a cut of the work that Todd and I collaborated on in the reload branch.
In this CL, we've dropped the loader port hacks, in other words, on stack reloading in the standalone embedder does not work yet.
- [x] Support for hot reloading of isolate source code
- [x] Unit test harness and many tests
- [x] Service protocol and Observatory support
