This introduces a MemberName abstraction that supports the late
computation of member names, taking privacy and synthesized names
of unnamed extensions into account. With this feature, the unnamed
extension are now more directly handled as having no (known) name
which avoids the clash between the eagerly synthesized named of
unnamed extensions in different parts.

In most case, id testing annotations can be regenerated automatical.
This updates the error reporting to include the regeneration commands.
The test system now also runs all tests in case of failures instead of
stopping after the first found failure.

This moves macro implementation into its own subfolder and refactors
the IdentifierImpl implementation to be split into identifier based on
TypeDeclarationBuidler, TypeBuilder, MemberBuilder and
FormalParameterBuilder.
As part of the refactoring, the resolveTypeAnnotation implementation was
rewritten to use DartType instead of TypeBuilder.

These classes were intended to be the mutable counterpart to their
corresponding immutable Scope objects. For various reasons this has
never been enforced and their existence therefore clutter more than
they guide the scope implementation.
This is a step towards cleaning up the scope handling in the CFE.

This adds support for the generating a synthesized augmentation
library for each library in which phase 1 macros were applied.
Current implementation piggybacks on the patch library support. The
intension is that both patches and augmentations are handled through
the same general mechanism. For now, the wording refers to augmentation
libraries as patch libraries where the implementation is shared.
Testing is extended to verify that the generated classes are
included in the resulting AST.

This change updates the classes Message, MessageCode, Template,
LocatedMessage, and FormattedMessage so that they uniformly refer to
error message text using the terminology `problemMessage` and to
correction suggestions using the terminology `correctionMessage`.
This brings them into alignment with the names we've decided to use to
unify the structure of front_end and analyzer, and makes them match
the names used in the anlayzer and front end's `messages.yaml` files.

This CL removes async markers where await wasn't used.
In a few cases this also meant the ability to make the procedure not
return a future at all.
Also - at least on the VM with my benchmark run on my PC - returning
new Future.value(whatever) in a non-async procedure is faster than
returning whatever in an async procedure.
TEST=CI and existing tests.

We now track the following additional information:
- All local variable reads and read captures (previously we only
tracked writes)
- For any conditional expression (`?:`) or if-test, the variables
written in the "then" branch
- For any logical and expression (`&&`), the variables written in the
right hand side of the expression
Tracking this information will allow us to implement legacy type
promotion as part of _fe_analyzer_shared, using the same API as flow
anaylsis, which will in turn allow a lot of front end and analyzer
code to be removed and simplified.

Adds helpers for extracting original name of a lowered late field, the
original initializer and the field used to hold the value of the lowered
field.
This helps backends to customize late field encoding while still using
the lowering provided by the cfe.
