Sigurd Meldgaard ce272daae8 [dart cli]: Use the correct package_config from dart run and dart test
Before `dart run` would always use the package config found by looking up the hierarchy from
whatever we got from getExecutableForCommand.

When that happened to be a precompiled snapshot this would work, because it would be ignored.

But if it would be a dart-file in another package (that would happen if that package is not cached)
we instead should resolve it relatively to the current working directory
(where the pubspec.yaml is also found).

Sigurd Meldgaard 5cbb25f753 Revert "Improve handling of disable-dartdev-analytics"
This reverts commit cda994ffc8.

Reason for revert: This stopped all sending of analytics from dartdev.

The added flag in dartdev had an implicit default value of 'false' -> no analytics would be sent.

Also the main_options.cc change was broken and did not pass the argument on to dartdev.

This failed to be caught by tests because all test are run with analytics off, and that happened implicitly.

Paul Berry 7322bc027e Migration: replace pub outdated check with a check on transitive imports.
Instead of running `pub outdated` to see if the user's dependencies
have been migrated yet, the migration tool now examines all of the
transitive import dependencies of the user's code to see if they are
opted in to null safety.  This produces a more accurate result than
`pub outdated`, because it is able to ignore files in transitive
package dependencies that aren't reachable via imports
(e.g. references to `package:analyzer` brought in by `package:test`).

Jaime Wren 1427fadf03 Initial analytics for the dartdev cli tool
From the original upload, this change has been updated to include:
- a new flag to disable analytics when running dartdev tests
- some tests on the analytics.dart utility methods
- logic for recording flags and options on dartdev cli calls
- message printed when the user runs the sub command `dart disable-analytics`
- a valid tracking ID

But for now I just need the tests to start passing. I haven't wrapped

Paul Berry d00d800f3a Migration: connect dartdev to new command-line API.
We no longer use the analysis server or dartfix for migration.

This should unblock removing migration integration from dartfix, which
will unblock publishing dartfix.

It should also pave the way for future changes that will allow us to
publish the NNBD migration tool on pub, which in turn will allow us to
provide updates and bug fixes to the migration tool without having to
publish a new Dart or Flutter SDK.

Janice Collins 34fee361b6 Add sanity checks for NNBD state in migration.
Also adds some ability for the migration tool to abort itself on
a few known-fatal errors and armor-plates dartdev tests against
CWD problems.

Jaime Wren d986ab830e Initial implementation in dartdev for the 'analyze' verb. This 'dart analyze .' carries over functionality from 'flutter analyze .', but with minimal flags (as a starting point).
