Robert Nystrom 5bb9e922db Opt multitests out of formatting in language/.
The new formatter supports opting a region of code out from being
formatted. I'm applying this marker to all of the multitests since
those tests are often very sensitive to formatting and easily broken.
This way, anyone touching a multitest (including me when I reformat
the tests) doesn't have to remember to not run the formatter on it.

Unfortunately, this doesn't opt out 100# of the multitests. There are a
handful of multitests that also contain "@dart=" comments and are thus
formatted using the old style where the "// dart format off" marker has
no effect. For those, we'll have to still be careful to not accidentally
format them.

MarkZ f6028e821a Reland "[ddc] Overhauling DDC's generic class representation."
This is a reland of commit e7658520bb

Fixes in the reland + context:
Type parameters emitted in implicit type checks on covariant mixin forwarding stubs may reference type arguments in anonymous classes. We reduce this to their mixin's implementing subclass to avoid generating RTI rules for anonymous classes.

Previous implementations would 'translate' type parameters to that of their mixed in type, but that strategy fails if the implementing subtype  shuffles the order of type arguments relative to its mixed in type (demonstrated in the test - though not actually relevant in the Flutter break).

Reason for revert: Causing failures in both Dart->Flutter roller and web_dev package.

Alexander Markov 300a2ea952 [cfe] Create normal bodies for redirecting factories
Replace bogus body created for redirecting factories with a
normal body which calls target factory or constructor and
forwards all arguments. Such a body can be used by back-ends
if they choose to treat redirecting factories as ordinary
factories.

Robert Nystrom cc1f9b9564 Remove the last vestiges of two dead multitest outcomes.
A multitest section marked "dynamic type error" or "checked mode
compile time error" didn't actually do anything. It was silently treated
as "ok", which makes for a very confusing looking test.

Fixed the only remaining four tests that used "dynamic type error".
The other outcome was not used by any test.
