This fixes a bug where an interactive form where all fields have defaults would be considered complete immediately, so we'd never present the fields to the client.
It also includes some minor refactoring extracted from a future CL that implements command/resolve and supports Interactive Forms in refactors in an attempt to reduce the size of that change to aid reviewing.

This change migrates the packages owned by the developer experience
team to use the new constructor declaration syntax, described in
https://github.com/dart-lang/language/blob/main/accepted/future-releases/primary-constructors/feature-specification.md#abbreviations-of-in-body-constructor-declarations.
This change was performed in an automated fashion, by (a) bumping the
packages' SDK constraints to `3.13.0-0`, (b) enabling the lints
`unnecessary_type_name_in_constructor` and
`unnecessary_const_in_enum_constructor`, (c) fixing the resulting lint
failures using `dart fix`, and then (d) reformatting the affected
files.
To ease code review, I've reverted unrelated formatting changes.
Since this change requires bumping SDK constaints to `3.13.0-0`, it
was only performed on packages that are *not* published on
pub. (Packages that *are* published on pub should remain on lower
language versions until at least after the stable version of 3.13 is
released, so that we don't block users on the stable channel from
receiving updates to those packages.)

Updates the `CodeGenerator` mixin so that it outputs `ignore_for_file`
comments to ignore the following lints:
- unnecessary_type_name_in_constructor
- unnecessary_ignore
- duplicate_ignore
This mixin is used by the code generators that produce the Dart
wrappers for the analysis server and analyzer plugin wire protocols.
This is a first step towards migrating the packages `analysis_server`,
`analysis_server_client`, and `analyzer_plugin` packages to use the
new constructor declaration syntax, since it will allow the
`unnecessary_type_name_in_constructor` lint to be enabled without
breaking generated code.
Once all the packages have had their SDK constraints bumped to a
language version that supports the new syntax, I'll update the code
generator to use the new syntax, and remove the ignores.

This changes the SessionLogFileSink from using `writeAsStringSync` and overwriting the whole file on each message. It does this by using `openWrite()` and keeping the `IOSink` instead.
This means:
- it uses `dart:io` (we don't have `openWrite`/sink support in the abstraction)
- we need to call `close()` to flush the file during shutdown (there was already a shutdown method on the session logger, but it wasn't used or called, so now it is)
This does mean the tests for this class write to the physical disk, but there are only two of them - most other tests use the in-memory sink (or are just testing the normalizer).

This changes the "refactor.perform" command to prompt the user with an option to "Refactor anyway" if the refactor has non-fatal errors or warnings (matching existing Rename functionality).
This change is currently only for the non-self-describing refactors (inline/extract method/variable etc.). The self-describing refactors currently don't report errors in a way that can be ignored/continued and will need some additional changes, and may be better doing later if there will be protocol changes (I've filed https://github.com/dart-lang/sdk/issues/63294).

This adds a new notification type, 'PluginPrint'. There are several
fields and variables then named 'pluginPrint' or 'print', and I am
definitely open to changing these names, but this is the best one that
I thought of.
PluginPrint has three fields: The name of the plugin that printed, the
message that was printed, and the timestamp.
We wrap each plugin's AnalysisRule invocations with a zone, so that
the `print` handler can know the name of the plugin. The prints are
caught and sent to the server isolate as Notifications. The
PluginIsolate then stores the collected prints. The Plugins Insights
page can then retrieve them and display them.
Manual testing, with 1000 libraries that get new lint reported once per
file, I did not observe a negative performance impact.

My previous CL made some LSP tests run with String IDs instead of ints, but those tests don't appear to go through the session logger so did not fail with the casts here.
This change adds a base integration test that also uses string IDs, which did fail on the cast, so I've updated the session logger to use `Either2<int, String>` for IDs instead.

Fixes https://github.com/dart-lang/sdk/issues/62234 by making the
'dart:ui' library discoverable in the same way that the real one is
discoverable: by the sky_engine _embedder.yaml file.
Coupled with this change is the motivation: the stubs are out-of-date,
with `double width` and `double height` parameters on the Preview
constructor. But this has been changed to use a `Size` object, and
`Size` is written in 'dart:ui'. So to write a test that uses `Size`, the
test now needs proper access to 'dart:ui', and we should not write
'package:ui/ui.dart' in our test cases. These changes are in
`.../lib/mock_packages/package_content/flutter/lib/src/widget_previews/widget_previews.dart`
and in `invalid_widget_preview_private_argument_test.dart`.

We previously just showed "<unnamed extension>" for extensions without names, but in some files I noticed we have a lot of these, and the outline/symbols list looks awful (just "<unnamed extension>" repeated many times).
This changes it to instead show "extension on FooClass" instead (if there is a valid type name). I added a new field to the protocol to support this because the LSP classes convert from those classes (something we've discussed changing, but might be easier later).

- wait for message to be completed and then set completed (this changes the order of messages in the listener, changes test results).
- do not put lsp.ResponseMessage on the queue (we never did, but were adding it to the listener)
- store the messages in the order received, compute the display json string on demand.
- keep track of pending and active messages when an incoming message goes on the pending queue, and when it moves to active.

This removes all code related to handling requests for (and sending notifications of modifications of) the virtual files for macros.
Clients would never call this handler unless the analysis server had previously told them about these virtual files with the `dart-macro+file` scheme, which never happens because the implementation was previously removed.
This does not remove the `clientUriConverter` (which as well as handling conversions to/from the macro scheme, also handles conversions between URIs and Paths to support using URIs in the legacy protocol) because I'm not yet certain that is unused.

The session logger is the first half of the replay mechanism. It
captures data in a log about all of the messages sent to and from the
analysis server. The log player will then take such a log and replay
the portions required in order to drive an analysis server.
This first CL captures all of the communications except those with the
plugin isolates. Adding support for the plugin isolates will require
some additional refactoring that I thought would be easier to review if
placed in a separate CL.

One can see that we have bare HTML in these signature-in-comments,
like:
"contextMessages": optional List<DiagnosticMessage>
These are flagged by the unintended_html_in_doc_comment lint rule.
This CL solves this by indenting these signatures 4 spaces, making
them Markdown indented code blocks. Alternatively we could use
backticks. Backticks would make the comments taller; indenting makes
them wider. I would prioritize whichever style is less intrusive when
reading them in plain text, which I think would be to use
indentation.

This renames the old screen, "Legacy plugins" and adds a new screen,
"Plugins". On the new plugins screen, we ask the plugins isolate(s) for
their plugins details, and print the following, for eadh plugin:
* the plugin's name
* the names of the registered lint rules
* the names of the registered warning rules
* the IDs and "messages" of the registered assists
* the IDs and "messages" and associated diagnostic codes of the
registered quick fixes

* The resolved versions of plugin packages (coming from package_config.json)

- split the Dart CLI tool out of the VM into it's own embedder which
runs in AOT mode. The pure Dart VM executable is called 'dartvm' and
has no Dart CLI functionality in it
- the Dart CLI executable parses the CLI commands and invokes the rest
of the AOT tools in the same process, for the 'run' and 'test'
commands it execs a process which runs 'dartvm' to run
- 'dart hello.dart' execs the 'dartvm' process and runs 'hello.dart'
- the Dart CLI is not generated for ia32 as we are not shipping a
Dart SDK for ia32 anymore (support to execute the 'dartvm' for ia32
architecture is retained)
- the Dart CLI tool is not built in the internal Dart SDK builds

Modifies `GeneratedDirectory.outputDirPath` and
`GeneratedFile.outputPath` to be relative to the SDK's `pkg` directory
rather than relative to the containing package. Accordingly, modifies
the `GeneratedContent` methods `check`, `checkAll`, `generate`,
`generateAll`, `output`, as well as the `DirectoryContentsComputer`
and `FileContentsComputer` callbacks, so that their first parameter is
the path to the `pkg` directory rather than the path to the containing
package.
Also modifies the `readApi` functions in `pkg/analysis_server` and
`pkg/analyzer_plugin` to accept a path to the `pkg` directory rather
than a path to the containing package, since these functions are
called by code generation callbacks.
These changes should make code generation logic easier to reason
about. They also will make it easier to move the outputs of code
generation from one package to another, which will pave the way for
some follow-up work in which I intend to start sharing error message
representations belonging to `pkg/analyzer`, `pkg/front_end`, and
`pkg/_fe_analyzer_shared`.

All code generation logic that uses the analyzer_utilities package's
`GeneratedContent` class hierarchy is modified to use
`package:analyzer_testing/package_root.dart` to locate the `pkg`
directory in the root of the SDK repo.
This paves the way for some follow-up work in which I intend to modify
the `GeneratedContent` class hierarchy so that it tracks the locations
of all code generation targets relative to the `pkg` directory rather
than the individual package directories. That in turn should make it
easier for code generation logic to be shared between error messages
belonging to `pkg/analyzer`, `pkg/front_end`, and
`pkg/_fe_analyzer_shared`.

There was only one place that wasn't using a future with a zero length
duration, but that's now been fixed. I haven't been able to observe any
performance improvement from this change, but it does have the benefit
that the code is now consistent.

This was mostly a rename/move of the folder (and the analysis server updated all references), but I also had to:
- add `integration_test/analysis_options.yaml` to import from `../test` to get the same lint ignores
- update paths of exclusions in `verify_sorted_test.dart`
By moving all of the tests that start the server out-of-process out of test, we can:
1. Use "dart test" to just run the faster tests ("dart test test") and get functionality of the pkg:test runner (for example running tests concurrently and JSON output)
2. Allow VS Code to spawn different debug sessions for the "test" and "integration_test" folder, which means we can use a `preLaunchTask` to trigger compilation of the analysis server from source whenever running integration tests (avoiding having to compile manually, or run from source in a way that compiles a new server for each test suite)
