Sam Rawlins 973f2b17e0 Remove some implicit casts in analysis_server 
There are a lot of implicit casts, so this CL includes:
benchmark/, many in test/, and tool/.

Most changes are quite mechanical, using `Object?`.

I also changed some functions to use types other than `dynamic`.

Konstantin Shcheglov ad5da2976b Add optional 'timeout' field to 'completion.getSuggestions2'. 
The intended use is in benchmarking, to specify a long timeout, so that
the first time, when we warm up, we do necessary one time work,
which would usually run out of budget the first few times. So, the
requests that we do measure are more stable.

It looks that it is not used. We have a way to turn it on in

Brian Wilkerson 1ad68b9b16 Make local variables that hide fields be final (analysis_server) 
As per our earlier conversation, I looked for places where a local
variable was introduced to overcome field promotion and has the same
name as the field. Where possible I made them final; where not possible
I changed the name.

Konstantin Shcheglov e97f1bdbf0 Switch analysis_server to language 2.12, so null safety, but opt-out files. 
This should allow doing partial migration, specifically protocol files,
which are imported by other libraries, but are a small library cycle
that does not import much outside of it.

Brian Wilkerson 3621c6a02f Add a flag to the bulk fix protocol to support testing 
I think it makes more sense for the server to read the config file than
for `dart fix` to read it and then pass the data to server as part of
the protocol, which it would effectively need to be parsed a second time.

But I don't want config files to be used outside of test mode, so I
added the flag to the protocol. Let me know if you can think of a better
approach.

Brian Wilkerson 4043a6fce3 Remove unnecessary uses of new in analysis_server 
Other than analysis_options.yaml, all of the changes were from running
dartfix.

Brian Wilkerson c9d89d55a6 Stop generating unnecessary new and const in server generators 
This doesn't remove other uses of new or const, only those that are
generated. I'll get the rest in other CLs.
