This test was intended to capture the existing state of
object members for JS interop and dart:html objects. At some
point, it started failing in ddc, so we add the correct
compiler-specific expectations instead to get it to pass.

The "new" rti library has been standard for years now and no one should
be passing `--experiment-new-rti` or `--use-old-rti`. We can now clean
up any references to different versions of rtis.

The new formatter supports opting a region of code out from being
formatted. I'm applying this marker to all of the multitests since
those tests are often very sensitive to formatting and easily broken.
This way, anyone touching a multitest (including me when I reformat
the tests) doesn't have to remember to not run the formatter on it.

Collects files from `package:async_helper` and `tests/language`
that are generally useful, so that all test-related helpers are
in `package:expect`.
Moves the two libraries from `package:async_helper` into `package:expect`,
and the `tests/language/static_type_helper.dart` file too.
Deprecates `async_minitest.dart`, to follow `minitest.dart`,
expecting the Flutter use of it to have been fixed to not break
on deprecation (I believe Flutter no longer breaks builds on deprecations at all).
Patch 1 is the actual change.
Patch 2+4+8 is changing all existing references to the files.
Patch 6 ignores deprecation in files still using `async_minitest.dart`.
3+5+7+9 are updating this text to make the numbers match.
Then it's just test-expectations and small tweaks from there.

- Adds some missing type check cases to check whether a Dart
class that implements a JS class properly type-checks and vice
versa. Also adds the generic version of those cases.
- Furthermore, this file contains a number of tests that are
broken in both compilers so it's currently marked as failing
on all configurations. Instead of doing this, we mark the current
status for each individual test in the expectation, and place
the real expected value in a comment next to it. That way, if
the current status changes, we can detect it.

This will allow users who are implementing their own deferred loading mechanism
to batch all the loads for a specific library. Today in order to do batching users have to gather the URIs passed to the `dartDeferedLibraryLoader` hook in a list and schedule (e.g. via setTimeout) a load for some future task.
The need to schedule a task has been shown to cause delays in IPL. But loading each part file individually can also be very expensive. So this allows for a compromise where bundling can be done synchronously per loaded library.
Adds ~8kB to unminified main files and ~2.5kB to minified main files.

Adds the same interceptors from dart2js as JsPeerInterfaces
and handles typeof differences in getReifiedType. These must
be JsPeerInterfaces so that Object members can be stored in
their prototype. Tests are added so that dart2js and ddc are
consistent.

`dart:html` types have changed to inherit `JavaScriptObject`. Therefore,
the dart2js runtime needs to be changed so that interceptors are still
created for those types, and they're properly handled in `toString`
calculations. Includes tests on `Object` members that are currently
inconsistent between both compilers.
This test passes on dart2js with and without making the types in `dart:html`
extend `JavaScriptObject`. This test fails in DDC for the following reasons:
- `toString` of native types calls the native `toString`
- `hashCode` for interop objects are random and not 0
- `runtimeType` of interop objects is `LegacyJavaScriptObject` not `JSObject`

ensure the compiler could run in the browser, but that's not
a priority for the team at the moment.

Tests static extension methods on JavaScriptObject work as
expected, as well as making sure it works with package:js. Once
extension types are added, these tests need to be changed to use
those instead.

Previously, when checking S <: T, we only checked if S and T had the
same interface name once. However, it's possible that redirections
eventually cause them to become equal. For example, if S is an interop
type and T is JavaScriptObject, after following the redirection from S
to JavaScriptObject, we end up checking JavaScriptObject <:
JavaScriptObject. Therefore, we need to recheck after following each
redirection.
