Collects files from `package:async_helper` and `tests/language`
that are generally useful, so that all test-related helpers are
in `package:expect`.
Moves the two libraries from `package:async_helper` into `package:expect`,
and the `tests/language/static_type_helper.dart` file too.
Deprecates `async_minitest.dart`, to follow `minitest.dart`,
expecting the Flutter use of it to have been fixed to not break
on deprecation (I believe Flutter no longer breaks builds on deprecations at all).
Patch 1 is the actual change.
Patch 2+4+8 is changing all existing references to the files.
Patch 6 ignores deprecation in files still using `async_minitest.dart`.
3+5+7+9 are updating this text to make the numbers match.
Then it's just test-expectations and small tweaks from there.

Make API more consistent for a few methods.

Also require a `List` in places where an `Iterable`

* Avoid doing complicated computations that are also
used for the error message. Do simple check first,
then recompute to get better error messages

Renamed some rarely used members for consistency
(`stringContainsInOrder`->`containsInOrder`,
where other string-contains functions just start
with `contains`, and `containsOneOf` -> `containsAny`
to match `Iterable.any` phrasing, and also it accepts
if containing at least one, not precisely one.)
Removed a function that wasn't used anywhere.

The former waits for the test to complete while the latter does
not. Testing this on d8 uncovered two issues which are also
addressed in this CL:
1. async_test has a Promise that is rejected before it is handled.
2. Tests that use Promises don't work correctly on dart2js + d8,
and are therefore skipped for now until the issue is resolved.

Since we lower @staticInterop members differently, CFE expectations are
updated. A previous patchset updated tests to account for changes in
top-level external members, but those changes are now non-breaking.
This CL still keeps some of those fixes to tests since they are more
sound and correct:
- Debugger tests to allowInterop a function that wasn't caught before,
as DDC only adds checks for arguments whose static type is a Function,
whereas js_util does a runtime is check to determine if the argument is
a Function
- Interop tests that typed top-level externals unsoundly
- Interop tests that used tear-offs of top-level external methods
instead of getters

Some JS functionality is only exposed through operators, such as
implicit type conversions and BigInt arithmetic. Other than requiring
some minor additions for the exponentiation (`**`) operator, supporting
these through `dart:js_util` is trivial.

Add dynamic to JS foreign function calls to get implicit
downcast to T, which will cause more accurate type errors
for DDC and dart2js with -O2. Checks will be omitted
with dart2js and -O3.

For `asyncExpectThrows`, instead of taking a function,
then checking if that function can be called with zero arguments,
and then immediately calling it and checking that it returns a future,
just take the future as argument.
Since synchronus errors from calling the function were not caught
anyway, doing the entire `Future` computation directly shouldn't
change behavior.
Also make `asyncExpectThrows` and `Expect.throws` return the caught error,
so that you can use normal `Expect.something` checks on it afterwards,
instead of doing that in the `check` function.
That basically makes the `check` function unnecessary (but hard to remove
with the existing test corpus using it heavily).
This makes some uses of the `asyncExpectThrows` function slightly more
complicated, those that have no other way to create a future than calling
the argument function anyway, but other uses become simpler
when they can avoid adding the function wrapper.
TEST= Refactoring. If the tests keep running, it's successful.

Change completes initial set of js_util optimizations. Some usages
of `getProperty`, `setProperty`, and `callMethod` with <= 4
arguments will have unnecessary checks removed by the compilers.
