Collects files from `package:async_helper` and `tests/language`
that are generally useful, so that all test-related helpers are
in `package:expect`.
Moves the two libraries from `package:async_helper` into `package:expect`,
and the `tests/language/static_type_helper.dart` file too.
Deprecates `async_minitest.dart`, to follow `minitest.dart`,
expecting the Flutter use of it to have been fixed to not break
on deprecation (I believe Flutter no longer breaks builds on deprecations at all).
Patch 1 is the actual change.
Patch 2+4+8 is changing all existing references to the files.
Patch 6 ignores deprecation in files still using `async_minitest.dart`.
3+5+7+9 are updating this text to make the numbers match.
Then it's just test-expectations and small tweaks from there.

stream_controller_async_test and stream_join_test are built on
async_minitest, so most of the issues were fixed by migrating it to use
Never as the bottom type rather than Null.

This deletes:
tests/co19
tests/corelib
tests/html
tests/isolate
tests/language
tests/lib
It does not delete tests/standalone because apparently there are tests
in there that are not in standalone_2. (I assume they were added after
the test migration. I don't know why they were added there.)
I have tried to remove references to the old tests from various scripts
and tools but may have missed some. (As you can imagine, grepping for
"lib" does not have the best signal-to-noise ratio.)
"It was a pleasure to burn. It was a special pleasure to see things
eaten, to see things blackened and changed. With the brass nozzle in his
fists, with this great python spitting its venomous kerosene upon the
world, the blood pounded in his head, and his hands were the hands of
some amazing conductor playing all the symphonies of blazing and burning
to bring down the tatters and charcoal ruins of history."

There are far too many files here to review everyone carefully.
Spot checking most of the diffs look good as test code is generally written
with less care than application code so lots of ugly formatting get through.
If people notice files where the automated formatting bothers them feel free
to comment indicating file names and I'll move spaces within comments to make
the formatting cleaner and use comments to force block formatting as I have
done for other case where formatting looked bad.

Revert "Update Dartium status for passing test"
This reverts commit d71c70d56d.
Tests failing on dart2js and async_star_pause_test is
passing on Dartium. Need to think about how to update the
status files.

Also treat null errors comming out of Zone.errorCallback as
NullThrownError.
This should prevent, as was always the intention, any async error
from having a null value.
This is important for async/await syntax, where the distinction
between sync and async errors is removed.
(For Dart 2.0, we could just make null throwable).

Makes subscriptions the active part of a stream, with the stream
itself being just an inert creator of subscriptions.
This changes the behavior of a "single subscription" stream to match
the documentation: After the subscription is canceled, you can't
resubscribe to the stream. Previously, you could do that, but it was
never documented or intended.
This also makes the stream of a StreamController not be paused while
before it's subscribed - it is always the subscription that is paused
or not, and while there is no subscription, the stream cannot be
paused. Previously the stream was set to paused until the first
subscription in order to prevent events from being lost. That is
handled independently of pauses now.
Adds StreamController.multiplex constructor. This name is tentative,
and likely to change. Its behavior may change as well. It currently
provides a new single-subscription stream each time its "stream"
getter is read, and you can subscribe to these.
Adds StreamIterator class that allows iterating over a stream's data
events using (async) "moveNext()" and "current", like a direct style
Iterator (sorry, it won't work in a for-in loop).
