In Dart, we use the architecture specific logic for float signs
on clamping https://github.com/dart-lang/sdk/issues/40426.
The simulator was patched to account for this

However, the runtime entry was not patched leading, to inconsistent
results in unoptimized and optimized code on arm and arm64
architectures (including simulators).
This CL ports the simulator fix to the runtime entry.
RISC-V, x64, and ia32 are untouched.

Currently we have things called XPtr which are not what you get from ptr().
Old world:
handle->raw() returns RawObject* (tagged)
raw_obj->ptr() returns RawObject* (untagged)
After 6fe15f6df9:
handle->raw() returns ObjectPtr
obj_ptr->ptr() returns ObjectLayout*
New world:
handle->ptr() returns ObjectPtr
obj_ptr->untag() returns UntaggedObject*

The fuzzer found an issue where clamping negative zero would result in
conflicting answers depending on whether or not the clamp operation had
been optimized in JIT mode.
The MINPS and MAXPS instructions will always return the second operand
if the values being compared are -0 and 0, which is the opposite of what
the C implementation of clamp was doing.

Arguments to simd type constructors were being checked in the bootstrap
natives entrypoint but not elsewhere. Checking for null in Dart code
ensures that we don't accidentally miss these checks in AOT.
The changes to sdk_nnbd are required in order to ensure the number of
arguments passed to native code match the number of arguments from the
non-NNBD implementation (we needed to remove the implicit type args
parameter).
