When uploading CLs, the presubmit checks verify that the lines in the
diff are formatted correctly according to `git cl format runtime`.
However, when `buildtools/<os>-<arch>/clang/bin/clang-format` is
updated, it does not force reformatting of files that would be
reformatted.
This leads to two issues:
* Inconsistent style within the code base and within a single file.
* Spurious reformatting in CLs when (1) clang-format is used on the
whole file, or (2) the diff lines overlap.
`clang-format` doesn't change that frequently, so in general this is
not a large issue, but I've seen a bit too many "spurious formatting,
please revert" comments on CLs recently.
This CL formats the runtime to be in line with the current pinned
`clang-format`:
```
$ find runtime/ -iname *.h -o -iname *.cc | xargs buildtools/mac-arm64/clang/bin/clang-format -i
```
`git cl format` (which only formats changed lines, and does so with
`clang-format`) seems to not agree with itself, or clang-format, or
cpplint in a handful of places. This CL adds `// clang-format off`
for these. (See previous patchsets for the specific instances.)

dart binary would instantiate CrashpadClient if DART_CRASHPAD_HANDLER
and DART_CRASHPAD_CRASHES_DIR environment variables are set.
- DART_CRASHPAD_HANDLER should contain the path to the crashpad_handler
binary that would handle the crash and write minidump;
- DART_CRASHPAD_CRASHES_DIR should contain the path to the crashpad database
which would be used to store minidumps.
Rewrite --copy-crash-dumps support on windows to use Crashpad integration
instead of editing Windows registry.
Embedding crashpad required to roll a new zlib version because Crashpad
depends on the zlib. This version of zlib is buildable with its own
BUILD.gn so our custom BUILD.gn is removed.

Reland 1d6c1020c9 with the fix for ASAN
bots.
* Test standalone_2/file_error_test is updated for Dart 2.0 fixed-size
integers.
* This update revealed that certain dart:io native methods do not handle
out-of-memory properly when I/O buffers are allocated.
This CL fixes this bug.
* Updated test point is extracted to a separate test
standalone_2/file_error2_test as it needs custom ASAN options.

Previously we would compile in implementaitions of native calls for
IO functions that would never be used. This CL provides implementations
that throw a Dart exception if they're called by mistake. It also uses
a DART_IO_DISABLED preprocessor define to clean up the build files and
check that we're not including code we shouldn't.

BUG=159367
**BC breaks:**
All public (API) classes that used to be const are not const any more. This allow checking the validity of input parameters in the constructor body.
- ZLibCodec,
- GZipCodec,
- ZLibEncoder,
- ZLibDecoder
The globals codecs GZIP and ZLIB are now final we should be ok (the class contain only final properties, ie no state).
What should be done:
(- finer grained exceptions, -> later change)
(- Handle the flush modes but probably in an other patch as the updates might be more complex.)
Done:
Patch Set #1
- add some more docs,
- support for memLevel.
Patch Set #2:
- implement dictionaries (todo: fix mem management),
- integrate review feedback,
- fix CC,
- rebased on master
Patch Set #4:
- support for strategy,
- add some checks (ie checking the level, memLevel, ...) this could imply adding a constructor body (Codecs, Coders) but this would force making the const non const and break BC, thoughts ?
- Add ZLIB constants Dart side.
- Refactor the tests and test only some levels rather all which was unit testing rather more than the extension. It saves some test time.
Patch Set #8:
- fix mem management for dictionaries,
