Mayank Patke d6209f2927 [node_preamble] Add OWNERS file. 
This package had no OWNERS, so changes could only be approved by global
approvers. This should instead be owned by the web team.

Jake Macdonald d6274c9562 Add a stub of the node_preamble package 
This can be used to compile the test package, without depending on the real node_preamble package, which isn't actually used at runtime.
