This removes the support running macros in the CFE.
The scanner and package:kernel still have support for the macro modifier. This will be removed in a follow-up.
The metadata expression parser is deliberately left in, since it might serve as the basis for a parser AST.

The "additionalExports" are sorted in production code to give stable
output.
Before this CL it did `toString()` on the canonical names which is
O(n^2) because of continued string concatenation.
This CL changes it to sort on the name, going to the parent if it's the
same. This _does_ change the sorting, but should still be stable.
When compiling via the flutter frontend try bot the time spent on
sorting does from ~45 seconds to ~9 seconds (arguable still a lot, but
much better).
This will also speed up flutter testing because it will spend less time
waiting for the frontend.

This is done through a synchronized cache between the server and client. When serializing a remote instance, if the server has already serialized that object then it will only send the ID in the future.
These caches currently only live as long as a single macro application in a given phase, but could live longer in the future. They do need to get reliably cleared out to avoid memory leaks though, and the shorter lifetime is easier to manage consistently.
This also allowed me to remove the specialized server/client modes (clients would always only send back IDs previously).

The utils/bazel/kernel_worker.dart entry-point uses
pkg/frontend_server/lib/compute_kernel.dart as entry-point.
So we need to cover this entry point to the frontend_server as well
to pass the native asset yaml file.

Deletes the outline stubber as it's not necessary on any backend.
DDC should compile the entire sources and outline dill in one step.
dart2wasm operates similarly, and so only needs the modular transformer.
dart2js moves the erasure to a global transform.
Also, this CL reverts now unnecessary plumbing that was needed for the
outline stubber.

@staticInterop replaces factories with a new named node, a static
method. In order to persist this transformation in modular
compilation, this needs to be done to outlines that can then be
consumed by the source library. In order to allow erasure at the
time of 'performOutlineTransformations', coreTypes is added to that
API.

This moves macro implementation into its own subfolder and refactors
the IdentifierImpl implementation to be split into identifier based on
TypeDeclarationBuidler, TypeBuilder, MemberBuilder and
FormalParameterBuilder.
As part of the refactoring, the resolveTypeAnnotation implementation was
rewritten to use DartType instead of TypeBuilder.

This is used by the modular compilers, so it unblocks more "real" blaze integration, and allows the language repo to create examples that you can actually run.
Note that this also actually enables macros when the experiment flag is passed in to this entrypoint.

This CL removes async markers where await wasn't used.
In a few cases this also meant the ability to make the procedure not
return a future at all.
Also - at least on the VM with my benchmark run on my PC - returning
new Future.value(whatever) in a non-async procedure is faster than
returning whatever in an async procedure.
TEST=CI and existing tests.

This should allow us to import the code in cases when we want to
implement the Bazel worker loop ourselves. This opens some possibilities
of extra optimizations for internal use cases.
I'm leaving some of the code (e.g., `main`) in the old location, so that
we do not break anything that depends on it.
The only thing that I've done is to pass the input-digest map to
`computeKernel` instead of using `Input` objects directly, this way
we can avoid the dependency on `package:bazel_worker` from
`frontend_server`. So now, if we're using the worker loop, the map will
be computed by `kernel_worker.dart` (in non-worker mode, we rely on
the default empty map).
