Prior to this CL the CFE verifier would update the type of the
variable in Let expressions from `dynamic` to the computed static type
of the initializer. This CL removes the type update, making the
.expect files reflect the CFE output more accurately. Additionally, a
verification check is added to make sure the static type of the
initializer is assignable to the type of the Let variable.

This changes the pattern matching lowering to avoid using late final variables (or lowerings thereof) and instead inline the initializer where used. This avoids generating closures that are hard for backends to reason about and optimize.

This allows the parser to parse constant patterns at lower precedence
level in order to recognize more expressions in this context. To
support this, _parsePrecedenceExpressionLoop special cases a few cases
that should _not_ be parsed as expression in a constant pattern context.
