This remove the iterators from the NameSpace interface and instead
collects the list of builders belonging to a library or declaration
directly inside these builders.
Adds ComputedNameSpace for import, export and prefix name spaces. This
allows for replacing a member and has a filteredIterator function. These name spaces are computed from import/exports and therefore need to be iterated through directly and replace builder when two builders collide.

Internal implementation members, like those used for the late lowering, are not real instance members on should not be part of the hierarchy member computation. These members are only called directly from within the members for which these are generated, so we don't need to add forwarders and stubs to handle calls from the outside.

This moves the creation of class builders for anonymous mixin application to after the creation of the normal class builders.
A ClassDeclaration interface is added to support class builders from different fragments. This is also a step towards creating class builders fully through fragments.

Autogenerated files was formatted with the new style, so if one for
instance formatted the file via the IDE or by saying
`out/ReleaseX64/dart-sdk/bin/dart format pkg/front_end/lib/` we'd get
*a lot* of changes which isn't great.
This CL sets the formatter version for the auto-generated files,
hopefully avoiding such things.

Enum constructors for enums with mixins were not built in the outline
phase because code assumes that initializers have to be present in order
to have a non-trivial constant constructor.

Lowers these extension methods to some helper functions instead of
allowInterop to improve performance and get consistent semantics.
Specifically:
- Function.toJS no longer gives you the same JSFunction when calling
toJS on the same function multiple times in the JS compilers.
- Adds fast calling syntax for functions with 0-5 args in the JS
compilers.
- Allows additional args to be passed to converted functions that
are omitted in the JS compilers.
- The static type now determines the number of args that can be
passed to the JS function in the JS compilers.
- Fixes an issue in dart2wasm where if too few arguments are
passed, the call may succeed due to conversion of undefined to
null.
- Adds throws when a user tries to wrap a JS function that
returned from Function.toJS in the JS compilers.

This adds a `forErrorHandling` to the `Throw` node. This is used that the `throw` is *not* present in the source code but added to ensure
correctness and/or soundness of the generated code.
This is used for instance in the lowering for handling duplicate writes
to a late final field or for pattern assignments that don't match.

The lowering for external calls works in multiple steps:
- we first expand it into a `js_util.callMethod` call (which uses .apply
internally)
- which we later refine in to a `js_util._callMethodUncheckedN` call, if
possible (which calls the member directly)
The second step only happens if we can statically verify the arity of
the method being called and that every argument passed doesn't need a
allow-interop check. The latter is bypassed if we know from the types
that it cannot be a Dart Function.
The new JS interop always satisfies the check, but the second step above
failed to regonize it because it didn't account for extension types. This
CL does the incremental fix to recognize it. Long term, we should
instead change the lowering to use directly the js_interop_unsafe
methods, and tailor the lowering to the new interop.

Previously we would use the value of the `nullability` getter as
the carry over nullablity for the substituted type. This CL changes
that to `declaredNullability`. The change is observable in
substituted extension types: their `nullability` is a combination
of the representation type nullability and the declared nullability,
and its value range includes `Nullability.undetermined`, which should
not be available for `ExtensionType.declaredNullability`.
The unexpected value for `ExtensionType.declaredNullability` was
detected by the assert in
`_NullabilityMarkerDetector.visitExtensionType`.

Adds a helper to do better type-checks so that users don't
accidentally using is checks or have to manually do the right
typeof or instanceof checks. In order to do this, there is
some refactoring to make ExportCreator a SharedInteropTransformer
(as it's shared across all backends) so that we can reuse an
existing visitor. In the same class, we remove unnecessary setting
of parent pointers. We should clean up the fileOffsets as well,
but dart2js verifies that those are set, so we keep them as is
for now. Also adds some static errors for edge cases.

General approach: Find all scopes for an offset,
then pick "the right one".
This still leaves a few offsets where we can't pick 1 scope in the
(non-outline) dills in the out directory though.
More thorough testing will follow.

Before (or, currently) we force the `ExperimentalFlag.inlineClass`
experimental flag to be on and it's experimental and we thus basically
always allow the formatter to fail.
With the flag being flipped this allowing it to fail goes away.
This CL fixes some of it by passing flags to the formatter as well, and
"fixes" the rest by putting in status entries.

This adds the representation field of an extension type declaration
as an abstract getter in the ExtensionTypeDeclaraiton marking it as
a ProcedureStubKind.RepresentationField
These are never used as interface targets and are therefore skipped
in the type flow analysis.

This passes the first token of these top level declaration directly
to the endX listener method.
In the CFE this is used to ensure that can handle the new modifiers in
the textual outline. Furthermore, support for extension types is added
and having an "unknown chunk" now results in an error. The latter should
help us keep the textual outline up-to-date wrt new features.

This extracts the FolderOptions and TestOptions logic from suite.dart
to be shared with other test suites. The former is used to allow
the textual outline suite to have a formatter crash while a feature
is not yet released. These crashes have caused quite a bit of churn
in the early development of new features.

Several changes are made:
- createDartExport now does not export methods that define type parameters.
- createStaticInteropMock adds conformance checks to make sure implementing
members can handle all possible values of a type parameter in an interop
member. An error is added to reduce confusion around this.
- Export creator now uses dart:js_interop_unsafe for a lot of its lowering
as the dart:js_util equivalents are buggy when it comes to calling exported
functions in JS with JS types.
- Small code changes are added to backends to handle the above changes.
