Collects files from `package:async_helper` and `tests/language`
that are generally useful, so that all test-related helpers are
in `package:expect`.
Moves the two libraries from `package:async_helper` into `package:expect`,
and the `tests/language/static_type_helper.dart` file too.
Deprecates `async_minitest.dart`, to follow `minitest.dart`,
expecting the Flutter use of it to have been fixed to not break
on deprecation (I believe Flutter no longer breaks builds on deprecations at all).
Patch 1 is the actual change.
Patch 2+4+8 is changing all existing references to the files.
Patch 6 ignores deprecation in files still using `async_minitest.dart`.
3+5+7+9 are updating this text to make the numbers match.
Then it's just test-expectations and small tweaks from there.

Change the calling convention of the sync* body to fix bugs and avoid allocations.
- Body takes the controlling _SyncStarIterator as a parameter.
- `yield` assigns directly to the `_current` field and returns.
- `yield*` calls a method on the controlling iterator (rather than returning the iterable). This avoids an allocation to wrap the iterable, a type test to distinguish `yield` from `yield*`, and allows the `get:iterator` call to happen in the dynamic scope of try-catch surrounding the `yield*` to that it will catch any exceptions.
- Avoid using IIFE to bind constants just to call the body.
- Use a dummy body to avoid the need to testing termination of the body.

Registering custom elements are already broken -- see: https://github.com/dart-lang/sdk/issues/49536. There are plans on deleting this code at some point. This current change cleans up dynamic invocations in the deprecated code.
Removes cruft on already-deprecated code and doing it now because I assume dynamic clean up will finish before the issue resolves.

There's one only one path for creating a _FileResourceInfo which comes from RandomAccessFile. Type the `file` field to avoid a dynamic call to `.path`.

Resolves issue where some programs could not be compiled with dart2js and --enabled-asserts flag. The following assert was failing:

This assert checks that the promoted static type that Dart2JS calculates for variables is a subtype of the promoted type calculated by the CFE. This was not true in some cases.
The cause of this discrepancy was that `as` expressions were not properly promoting casted variables. For example:
int func() {
dynamic x = 3.0;
x as double;
return x.asInt();
}
The cast on the second line of the function should promote the type of `x` through the rest of the function and `asInt()` should not be a dynamic invocation.
