Kallen Tu ea21df9dbe [cfe] Disallow implementing a legacy library subclass of a final/base class in the core libraries. 
This behaviour should only happen when a post-feature library implements
a pre-feature library declaration that has a final/base core library class as a super declaration.

Jake Macdonald 737b6f7356 [flip-modifiers]: flip the flags for sealed classes and class modifiers 
Includes several updates to tests that needed to land with this flip, as well as some other tests that needed to be updated and could land separately, but are being included here to expedite things.

Removes some unnecessary experimental release versions, as well as bringing up to date the generated files, which were previously out of sync with the yaml file.

Johnni Winther 02f0f53ddf [cfe] Don't block nnbd top merge on typedef types 
The MergeVisitor was trying to merge FunctionType.typedefType in order
to merge function types, thus preventing nnbd top merge of two
compatible types that were just introduced through different typedefs
or function type syntax.
