amouravski@google.com 40f57a819d Put in a teardown for the docs test, fixed dom.py to actually run it correctly. 
This also adds a PRESUBMIT.py, which will run on a commit and warn the
committer if the docs need to be regenerated. This only runs if
the html_dart2js, et. al. files have been modified.

nweiz@google.com c590e8ae0c Switch pkg packages, pub, and dartdoc to use package: imports. 
This also changes the SDK layout by replacing the "pkg" directory, which
contained the full source of all the packages needed by pub and dartdoc, with a
"packages" directory that contains only their lib directories. This directory is
used as the package root for pub and dartdoc when run from the SDK.

blois@google.com 30764d4a5b Was benchmarking the differences between document.query and using the native DOM methods when available, and document.query is significantly worse in almost all scenarios. 
Our current document.query can be optimized about 2x by caching the RegExps being used, but this is still not enough to get close to what they should be.

We special-cased a couple of queries to optimize those, but it appears that the browsers are optimizing those now as well and our optimizations are getting in the way, overall.

From my tests so far, this CL brings a speed improvement to document.query for all scenarios except for the name test:
document.queryAll('[name="test"]') which takes a fairly significant performance hit (runs close to 1/2 speed with this CL). This is mitigated by exposing getElementsByName which if used brings a 2x performance gain over queryAll.

amouravski@google.com d2a79c9bdd First half of the new HTML json docs. 
This half produces the JSON file by going through each of the HTML libraries
and pulling out the @DomName annotations as keys for the map.
This means that even though member names may change, the map still works.

Currently creates a blank json file because I have not hooked up the other half
that puts the docs into the libraries to begin with.
