Brian Wilkerson 84beb4d31b Implement the element kind feature 
In addition to implementing the feature, this CL updates one of the
contributors to use the new feature as a way of testing it. I haven't
looked to see whether it impacts the metrics, but I wouldn't expect much
change anyway because of the small number of completions that are likely
to be effected by this change.

It might be interesting to start thinking about ways to measure the
impact of individual features.

Jaime Wren faab097e01 Suggest type names before names in TopLevelVariableDeclarations, even when they are documented with dartdoc. 
The test test_TopLevelVariableDeclaration_type_after_comment3, fails without the change to optype.dart, the other tests were added simply to have more coverage.

Konstantin Shcheglov b92cd2cb95 Deprecate DartType.displayName, use getDisplayString() instead. 
We call it with `withNullability: false` almost everywhere.
My attempt to update all places turned out to be a long chain of
changes. So, instead I will make decisions and updates in separate
CLs, starting with ErrorReporter.

Konstantin Shcheglov fb362b54a7 Stop using FunctionTypeAliasElement.parameters/returnType in analyzer. 
The goal is to stop implementing FunctionTypedElement in
FunctionTypeAliasElement, and keep only TypeParameterizedElement.

For some time we will have to keep implementing TypeDefiningElement, it
is used currently as a marker for top-level declarations.
