Now we always record comments and bind them to nodes.
We record DartMetadata for each DartDeclaration with flags for @deprecated and @override.
In this CL we analyze @override and report error if method does not actually override anything.

This updates the AST structure to support the new import directive format and includes an untested hint at what the parser changes will likely be (for context), but doesn't change the current behavior of analyzer.

This change allows inheritenance of the same interface with different parameterization,
but puts out a (currently non spec) warning if the resulting two interface types
are not assignable to each other.
