Brian Wilkerson 8d6e4e46b1 Add an assist to shadow a field when a local variable might be promotable 
This is a fairly limited initial version of the assist. In addition to
implementation comments I'm interested in knowing whether there is value
in committing it as-is or whether it should be enhanced first.

Konstantin Shcheglov b92cd2cb95 Deprecate DartType.displayName, use getDisplayString() instead. 
We call it with `withNullability: false` almost everywhere.
My attempt to update all places turned out to be a long chain of
changes. So, instead I will make decisions and updates in separate
CLs, starting with ErrorReporter.

Konstantin Shcheglov fb362b54a7 Stop using FunctionTypeAliasElement.parameters/returnType in analyzer. 
The goal is to stop implementing FunctionTypedElement in
FunctionTypeAliasElement, and keep only TypeParameterizedElement.

For some time we will have to keep implementing TypeDefiningElement, it
is used currently as a marker for top-level declarations.

Konstantin Shcheglov c1d3bf8506 Issue 36890. Ignore the name that contains the caret during completion. 
The previous implementation worked fine in tests, when we asked for
completion where the user does, but that's not what happens during
actual completion. Actually the 'offset' is at the start of the
identifier.

Konstantin Shcheglov 58f3098650 Issue 36890. Improve importing elements when incomplete code. 
There might be some false negatives, when there *is* another top-level
declaration with the same name as we are removing. But this is a
pre-existing conflict, so I think we should not be very concerned. At
some point we might collect initial potentially conflicting names using
the same SyntacticScopeNamesCollector instead of element model. With
element model we don't know about parser recovery.
