Mostly tests; 1 non-test bug in propagating an error through Dart_SetReturnValue.
This is progress towards asserting thread->excution_state() == kThreadInVM in Object::Allocate.

Previously there were places in the code where an API accepted a
`bool validate_frames` and call sites passed an enum value (which
implicitly got converted to a bool).
By changing the APIs to require an enum, the compiler will tell us if a
caller doesn't pass one.

The assertions which tried to assert that we only use
StackFrameIterator to walk frames of the current thread was incorrect.
We already have cases where other threads will walk the stack of the
mutator thread, see below for an example where this can happen.
Thread::VisitObjectPointers was incorrectly passing Thread::Current() to
the StackFrameIterator instead of 'this'. (Code in thread_registry.cc will
loop over a number of threads and calls VisitObjectPointers on them)

- uses thread execution status transition to track when a thread is in a safepoint or needs to block for a safepoint
- introduces a monitor per Thread object
- uses a per thread safepoint handshake between the thread requesting a safepoint and the requested thread.
The ThreadRegistry class now contains only the thread list for an isolate and the functionality of scheduling a thread onto an Isolate and unscheduling it from teh isolate. We could fold this functionality into the Isolate class in a different CL.

I was able to convert 49 SNPrint(NULL, 0, ...) patterns to use the
macro. I had to use a #define for the format string 5 times due to
uses that didn't fit the macro.
2 occurences of SNPrint(NULL, 0, ...) had >=2 possibilities for the
format string based on runtime values, and I didn't try to convert
them.
Fixed ~10 format strings.

Instead of going back and forth from stub code to C++, perform
only the lookup in C++ and call target functions only from
stub code.
noSuchMethod and implicit closure invocations are now also work with
the megamorphic cache. Before they would go slow-case in the megamorphic case.
This CL eliminates the InstanceFunctionLookup stub that was previously
used to handle noSuchMethod and implicit closure invocations.

strings. One byte strings are retained for pure ASCII strings.
(The language specification was changed recently to reflect this as

Instead of passing a size in bytes to the allocation function, we now
have a templatized Alloc function:
zone->Alloc<Type>(len)
This is better for security, as we can check for integer overflow in
the size computation before performing the allocation. Before, we
often failed to check this.

- Wire the stack frame iterator to use stack maps for traversing objects if
there are stack maps in the code object. If there are no stack maps it still
does the old style stack frame traversal between fp and sp looking for tagged
pointers.
- Added a mechanism to be able to iterate over the code space and look for a

The purpose of this change is twofold:
1. Source in the bin directory can now use the same assertions as
source in the vm directory. The ASSERT macro used by the code
in runtime/bin was just defined to use assert from the standard
C library.
2. Moving other implementation parts from runtime/vm to
runtime/platform (e.g. classes Monitor and Mutex) for sharing
between runtime/bin and runtime/vm will be easier as these
implementations rely on these assertion macros.
Created two gypi files for the platform directory. One for the
headers and one for the source. The source one is only included
when building the VM library and will be present in libdart.a
when the dart executable is linked.
All the code for asserts is still in the dart namespace.
Also re-arranged the order of includes to be alphabetically in
the files touched.
