Overall our disassembly is nearly the same as standard A64 disassembly, except we use a "w" suffix for 32-bit operations instead of using "w" versus "x" register names, and we use our own register names.

1) double.truncate() now simply calls toInt(), omitting
truncateToDouble() call.
2) double.floor() and ceil() are now intrinsified on arm64 and AOT/x64
and generated using DoubleToInteger instruction.
3) DoubleToInteger instruction is extended to support floor and ceil.
On arm64 DoubleToInteger is implemented using fcvtms and fcvtps
instructions. On x64 DoubleToInteger is implemented using roundsd
under a check if it is supported (with a fallback to a stub and a
runtime call).
AOT/x64:
Before: BenchFloor(RunTime): 318.82148549569655 us.
After: BenchFloor(RunTime): 133.29430189936687 us.

In --enable-isolate group is
* turned off, then we have 1<->1 mapping between isolate and isolate
group, so moving the locks should have no impact
* turned on, then we have N<->1 mapping between isolates and isolate
group, mutators need to use the same locks to guarantee exclusive
access (e.g. to symbol table, type canonicalization, type arguments
canonicalization, ...)
This is a follow-up to share the program structure in AOT mode across
multiple isoltes.
In order to move the existing `Isolate::type_canonicalization_mutex_` to
`IsolateGroup` (and thereby make all mutators use the same lock), we need
to remove the `RunWithMutatorsStopped()` usage in the runtime entry.
=> Without this it can lead to deadlocks.
In order to remove usage of `RunWithMutatorsStopped()` we will change
access to the cached type arguments array to use load-acquire barriers
in generated code and store-release barriers in runtime code.
A nice side effect is that it reduces `sizeof(dart::Isolate)`.

Block R22 to hold a cached version of NullObject();
refresh it in the same way as for BARRIER_MASK register.
Alter assembler to avoid emitting load and to use NR
register directly instead.
This change improves Flutter Gallery code size by:

This is the next step towards preventing compiler from directly peeking
into runtime and instead interact with runtime through a well defined
surface. The goal of the refactoring to locate all places where compiler
accesses some runtime information and partion those accesses into two
categories:
- creating objects in the host runtime (e.g. allocating strings, numbers, etc)
during compilation;
- accessing properties of the target runtime (e.g. offsets of fields) to
embed those into the generated code;
This change introduces dart::compiler and dart::compiler::target namespaces.
All code in the compiler will gradually be moved into dart::compiler namespace.
One of the motivations for this change is to be able to prevent access to
globally defined host constants like kWordSize by shadowing them in the
dart::compiler namespace.
The nested namespace dart::compiler::target hosts all information about
target runtime that compiler could access, e.g. compiler::target::kWordSize
defines word size of the target which will eventually be made different
from the host kWordSize (defined by dart::kWordSize).
The API for compiler to runtime interaction is placed into compiler_api.h.
Note that we still permit runtime to access compiler internals directly -
this is not going to be decoupled as part of this work.

This CL restores disassembler in precompiled mode after it was removed
in 8cb752f73b.
Without disassembler observatory is not able to show assembly code
in 'flutter run --profile' mode.
This CL also pulls BufferFormatter out of il_printer.h/.cc as it is also
used in disassembler.
