In devtools, `VmService` is passed a stream from the
`web_socket_channel` library, which writes `Uint8List` values to the
stream. In these cases we don't need to copy the messages.

To reduce the headache associated with adding parameters to VM service
APIs, VmServiceInterface has been removed from package:vm_service and
pulled into its own dedicated package:vm_service_interface. This will
help reduce the need for major version bumps of package:vm_service,
which requires manual version bumps through >8 packages in order to make
the latest version available to flutter_tools and DevTools.
This separation of the VmService client from the interface will reduce
the frequency of major version bumps to `package:vm_service` as adding
optional parameters to existing APIs would cause implementers of the
interface to break.
package:vm_service continues to expose a copy of the contents of package:vm_service_interface to avoid breaking google3 rolls until package:dwds can migrate to package:vm_service_interface. package:vm_service will not be published until this copy is removed.
This change also includes:
- some code cleanup and modernization to both the code generator and
generated code
- >=3.0.0 SDK version requirement to allow for new language features

This CL also adds:
1. a method `vmServiceConnectUriWithCreator` helper alongside the existing `vmServiceConnectUri` helper. This method can create a generic `VmService` instance with the same logic as the existing `vmServiceConnectUri` helper. This was implemented this way so that it is not a breaking change to the existing helper.
2. a typedef `VmServiceCreator` for use in the `vmServiceConnectUriWithCreator` method and for shared use in packages that depend on `package:vm_service` (e.g. the DevTools packages)
3. a static method `VmService.defaultCreator` that provides a `VmServiceCreator` method for the `VmService` class.

The name is more accurately reflects what this stack trace
contains: despite what causal implies it does *not* actually
reflect the stack which initiated the async operation. Instead
it contains the chain of listeners which will run when
the async operation completes - its awaiters.

We no longer rewrite suspendable function into closures nested
inside the original function, so the whole synthetic async breakpoint
machinery is not needed.
Refactor `Breakpoint` class to make one-shot and per-closure
separate properties of breakpoint, which allows creating
one-shot-per-closure breakpoints.

In Flutter hot reload, the flutter_tools are calling the `getIsolate`
to read the pause state of the isolate, which returns a full list of
libraries loaded in the isolate. The size of the return object grow
linearly to the number of Dart files, which can take ~500ms to transfer
for a large app.
This change adds a new method to only read what is needed.

This field was supposed[1] to replace Stack.asyncCausalFrames but IDEs
and other service protocol users never adopted it.
The mechanism for collecting awaiterFrames and asyncCausalFrames
was originally considerably different, but we have since unified
both[2] after we switched to lazy async stack traces[3].
Today the only differences between the two are:
- asyncCausalFrames represens async gaps explicitly, while
awaiterFrames does not;
- when asynchronous function is running its synchronous part
before the first suspension awaiterFrames will still represent
the corresponding frame as an asynchronous activation, while
asyncCausalFrames will treat the same frame as regular frame.
Consequently having this field does not add any value.
This CL removes it from the response and updates all tests to
test against asyncCausalFrames.

TEST=Checked that Observatory's timeline view was still able to load CPU
samples correctly, and ensured that samples retrived using
getPerfettoCpuSamples were the same as the ones shown in Observatory.
