This CL passes the offset and uri of the file (here called a script uri
as opposed to a library uri, the two will be different if we're in a
part) when doing expression compilation.
This CL only passes the data, but doesn't actually use it.
Future CL(s) will use this data to calculate the static type of
available variables which is needed for an upcomming feature.

The VM can read native asset mappings from kernel.
Previous CLs already added support to embed native asset mappings for
one-shot compilation.
This CL adds support for adding native assets mappings to kernel files
created by the frontend_server with the incremental compiler.
The frontend_server accepts a `--native-assets=<uri>` at startup and
accepts a `native-assets <uri>` message on stdin as compilation
command.
The frontend_server caches the compiled native assets library.
When a `reset` command is sent to request a full dill from the
incremental compiler, the native assets mapping is taken from the
cache and added to the final dill file.
Split of DartSDK & flutter_tools prototype to land separately.

* Add an `targetOS` argument to `pkg/vm`'s `compileToKernel`,
that contains the target operating system's name.
* Add a new `--target-os` command line argument for all binaries
that use `compileToKernel` for clients to provide the target
operating system, if known.
* Add a new`"vm:platform:const"` annotation to certain field and
getters in the Platform class.
This annotation is used to annotate static getters and fields with
initializers where the getter body or field initializer must evaluate
to a constant value if the target operating system is known. This
annotation may be used outside the Platform class and in user code.
For example, this annotation can be used on a static `String` field
that is initialized with one value if `Platform.isWindows` is true
and to a different value if `Platform.isWindows` is false.
Note: If the const functions experimental flag is disabled, then
any annotated static methods can only contain a single expression
whose value is returned. If it is enabled, then the static method
is evaluated as if it is a const function with the special
handling of annotated static fields and getters above.
* Create a VM constant evaluator that evaluates uses of static getters
and fields marked with the above annotations when a target operating
system is provided.
* Use the new VM constant evaluator in the unreachable code elimination
transformer.

- Flip flag to make strong null safety the default
- Remove code that auto detects null safety mode from source files,
it is necessary to specify --no-strong-null-safety to opt out.
- Retains sniffing of AOT/JIT snapshots and kernel files to determine
null safety mode, the opt out has to be done when generating these
file.

Update the JavaScript bundler to maintain the state necessary for
the alternative invalidation strategy. This will provide the
javascript compiler with a single library component, so this must
handle re-combining this library with any SCC as well as keeping
the old summaries around.

When launched as a snapshot, the initial compile is slower than the existing pub approach because of a process start time of around 500 ms. When launched as a compiled executable, initial compile times are the same as the existing pub approach. Once launched, experimental results show times to produce a kernel file of at worst 1.5-2x faster than pub's solution and at best 10x faster than pub's solution. The typical workflow of making changes and recompiling results in an average of a 5x speedup with respect to pub's implementation.
Because compiler instances use a lot of memory, there is a limit on the number of active compilers that the resident server will keep alive, and will actively bring instances down when this limit is exceeded. If the user was previously compiling a given project during the lifespan of a ResidentFrontendServer and its compiler is taken down between requests, a new compiler instance will be allocated for the request. Performance is still between 1.5x-5x faster for this case when compared to pub's compile times.

This change includes kernel-related changes:
* --compact-async option is added to kernel compilers (front-end
server and gen_kernel). This option disables desugaring of async
and await on kernel AST. Note that 'await for' is still desugared.
* File offset of the 'await' is now written for AwaitExpression nodes
in the kernel binaries (will be used for async stack traces).
* Async/async*/sync* functions and AwaitExpression nodes are supported
in TFA.

This CL changes the way dart: libraries are considered supported when
used in conditional imports or bool.fromEnvironment constant using
the "dart.library.*" values.
Library nodes now has an isUnsupported flag which is set according to
the "supported" property in the libraries specification. Furthermore
the Target now supplies a DartLibrarySupport interface that allows
targets to override whether dart: libraries are unsupported.
This allows the JIT/AOT to use the same platform file but still
consider dart:mirrors unsupported in AOT mode, and dart2js to consider
the internal library `dart:_dart2js_runtime_metrics` supported.
Furthermore, the internal handling is changed so that condition imports
and bool.fromEnvironments constants are computed through the same logic
for "dart.library.*" values, avoiding the need for passing these values
through the environment.

This change introduces Rapid Type Analysis (RTA) and uses it to
calculate initial set of allocated classes for Type Flow Analysis (TFA).
As a result, TFA converges much faster and AOT compilation time
improves.
RTA is less precise than TFA, so the set of allocated classes is
larger compared to the one calculated by TFA. However, it has only
marginal effect on the size of resulting AOT snapshots.
Time of AOT compilation step 2 on a large Flutter application
118.652s -> 59.907s (-49.5% / improved by a factor of 1.98x)
Snapshot size on armv8: -0.13%
Flutter gallery snapshot size in release and release-sizeopt modes
armv7 +0.19%, armv8 +0.2%
Just in case, RTA can be disabled using --no-rta option.

This CL adds a flag, `assume-initialize-from-dill-up-to-date`, to the
`frontend_server` which will skip the check and potential invalidation
of files from the dill we're initializing from.
Normally the sources included in the dill is used to figure out what
files that was used to produce the dill has changed and thus needs to
be invalidated after we've initialized from it. If we didn't do that
we'd be in a bad state where some changes would not be discovered.
In some circumstances, though, we might know that the sources haven't
changed and the check is thus not needed. This could for instance be
if we're initializing from a dill that was just build by another build
system.

This change adds toString transformation to gen_kernel and
frontend_server tools in Dart SDK.
The implementation and tests are derived from
pkg/frontend_server/lib/src/to_string_transformer.dart and
https://github.com/flutter/engine/tree/master/flutter_frontend_server/test.
In addition to _KeepToString in dart:ui, toString transformation
now supports @pragma('flutter:keep-to-string') to exclude
certain toString methods from the transformation without depending
on dart:ui.
pkg/frontend_server/lib/src/to_string_transformer.dart is not
cleaned up in this change yet as it is still used by Flutter
engine. Cleanup will be done after Flutter engine is cleaned up,
after it is switched to the implementation of toString transformer
added in this change.
This is also a step towards a unified kernel compiler
(https://github.com/dart-lang/sdk/issues/39126).

In each library where an import is removed, the library uses some elements
provided by the import, BUT there is another import which provides all of the
same elements, and at least one more which the library uses.
In this change, we remove the imports which can be simply removed in favor of
the other already present imports.
