Noteworthy:
* deprecates the `sdkVersionConstraint` getter and updates uses
* migrates tests for sdk contstraints in the absence of a pubspec from context_builder_test to analysis_context_collection_test
* makes `pubPackages` getter broadly visible
Next step: remove the code that sets the `sdkVersionConstraint` in the analysis options object and remove the getter.

not directly related to the Extension Types feature currently being
developed. The current feature uses the 'inline-class' flag.

There has been reports of slow analyzer queries that ~locked up VSCode,
and I was given a (reproducable) example by @yousefi.
Turns out that, at least what I could reproduce, wasn't the analyzer
being slow, but rather the analyzer never responding to a query in
certain timing-related situations.
In the concrete example a test-script checks out another copy of the
directory opened by VSCode _inside_ the same directory (say root folder
opened by VSCode was "foo" and now it gets "foo_copy" inside it), this
causes `_destroyAnalysisContext` to be called, effectivley stopping all
in-flight queries via the stopped `AnalysisDriver`s, meaning that a
response is never given.
I can also reproduce the same thing by for instance having
`pkg/analysis_server` open in VSCode and then checking out a many
months old revision (while firering queries).
This CL is a suggestion for how to fix it: When disposing of an
`AnalysisDriver` we finish all waiting `Completer`s with an error,
this means a response is given and that VSCode stops waiting.

A field is promotable if it is private and final, and there is no
non-final field or concrete getter with the same name in the same
library. This is the rule the language team has chosen to adopt for
which fields are promotable, because it's sufficient to ensure that
the promotion is sound, and straightforward to specify. A more
complex rule could principle identify more fields that are soundly
promotable.
The rule has a hidden complexity, though: in circumstances where a
concrete class overrides noSuchMethod and implements an interface, if
the interface contains a private getter (or field) and the concrete
class doesn't provide an implementation for it, the compiler will
create a synthetic noSuchMethod forwarder; for soundness, this needs
to block promotion as well.
So the analyzer needs to partially replicate the logic the compiler
uses to determine whether a noSuchMethod forwarder is needed. This is
handled by a new file, field_promotability.dart, which walks the class
hierarchy to determine which private fields and getters are in the
interface of any given class but not in its implementation.
Field promotion is not yet enabled by default; to use it you need to
enable the experiment "inference-update-2".

In order to address https://github.com/dart-lang/language/issues/731
(improved type inference for `fold` etc.) we're going to need to
sometimes defer analysis of invocation arguments that are closures, so
that closure parameters can have their types inferred based on other
parameters. To avoid annoying the user with inconsistent behaviors,
we defer analysis of closures in all circumstances, even if it's not
necessary to do so for type inference purposes.
This has a minor user-visible effect: if an invocation contains some
closures and some non-closures, any demotions that happen due to write
captures in the closures are postponed until the end of the
invocation; this means that the write-captured variables remain
promoted for other invocation arguments, even if those arguments
appear after the closure. This is safe because there is no way for
the closure to be called until after all of the other invocation
arguments are evaluated. See the language tests in this CL for
details.
Note that this change only has an effect when the experimental feature
`inference-update-1` is enabled.

In the process, I removed 'useFastaParser' from both the public API and
the implementation class. I also removed 'enableTiming' from the public
API.
The other getters were left because they seem like reasonable options
for plugins to want to query. If you disagree, we can address them in a
future CL.

This would be a breaking change, so for now it is disabled, but
the method `applyPendingFileChanges()` can be added, and the clients
will call it to be ready for the switching the flag.
Only clients that call methods like `changeFile` have to await applying
the file changes. Other clients can continue using synchronous
`currentSession`.

modifier on class declarations. This is part of the prototyping of
