Rip out the last dart:io dependency from pkg/http.
...
It now loads dart:io via mirrors if it's available. This allows it to be
compatible with the browser, so a new library "package:http/browser_client.dart"
is added to support that.
The use of mirrors was tested to ensure that it doesn't add any additional
filesize to dart2js compilations over what would be used if "dart:io" support
didn't exist.

Rip out dart:io from pkg/http wherever possible.

This uses the http_parser package instead of dart:io's ContentType,
ByteConversionSink instead of ByteBuffer, and a new ClientException type instead
of HttpException.
This still uses dart:io for the default Client implementation and for
[MultipartFile.fromPath].

Make pkg/path 1.0.0 and upgrade dependencies appropriately.

All existing packages that use pkg/path (other than pkg/stack_trace,
which has already been updated) are compatible with both the pre-1.0
and post-1.0 path API, so I've marked their version constraints as
">=0.9.0 <2.0.0". I've also incremented their patch versions and I
intend to release new versions as soon as this CL lands.

Keep track of when a socket has been destroyed

This adds the event CLOSED to RawSocket and RawServerSocket. This
event indicate that the underlying socket is now destroyed.
This is used to make Socket.close and ServerSocket.close return a
future which is completed when the unserlying socket is
destroyed. This can be used to start listening on the same port after
closing a server socket.
