Now that the tests are more stable with the batch runner, we won't force all
browser windows to close. If it seems this is still needed on the buildbots,
we'll move the logic into builbot_annotated_steps.py.

Multitest annotations now accept multiple annotations on one line.

Many times a test case involves a static type warning for the
static analyzer and a dynamic type error for the VM or dart
compiled to JS, but not always. Thus, this change introduces
the annotations as allowing multiple outcomes for a test.

Change test_runner.dart to always move on in the batch runner if the batch runner crashed.

If the batch runner crashes we close the streams and restart a new
process.
The other alternative is to distinguish between a hard crash or the java
process and a soft crash where we throw an exception. On a soft crash
we can put a token in stderr, wait for stderr to drain and then restart
the process. I don't think that adds much. If there is a soft crash the
crash indication is all that really matters and we need to fix that in
any case before moving on.

Commit r4858 broke browser tests because of recursive directory handling.
I've removed the reference to the new recursive directory creation routine
from the 'createOutputDirectory()' method. I don't understand the current
directory structure - it might be a bug, but my attempt to fix it
leaves browser tests in a broken state.
