Basically a number of our platform checks are only accessible from dart:html and not other libs. Moved Device class over to html_common and added more platform logic which was distributed elsewhere.

Also fixing up Device to cache the platform checks.

Re-submitting change to use DateTime rather than Date.

I'm just disabling the new tests I added since they're failing on Dartium. Opened a bug tracking the Dartium and tests changes.

This means that dates are broken on Dartium, but they were broken everywhere before this change.

We had been exposing JS Date objects as Dart Dates, but it appears to never actually worked. Switched over to DateTime and added a converter for it.

A number of related changes-

Bug 8340 is that we previously had WebKitTransitionEnd renamed to TransitionEnd, but had to remove that when Chrome added a new TransitionEnd.

Changes-
- Made WebKitTransitionEnd implement TransitionEnd and made it private.
- Added a test for the TransitionEnd event.
- Fixed the TransitionEnd event not working on non-Chrome browsers.
- Added support check for CSS transitions.
- Added annotations for CSS transition support.

First patch is the original, second is the fix.

Issue was that I used = for separating named parameters, rather than : (but it works on dart2js!). I think this distinction is lame, and opened a bug that these should use the same separator.

Basically removing the event stream providers from Document and Window for events which are also declared on Element. The streams themselves are still exposed, just that a single provider is now on Element.

Also removed MediaElement events from Window, as they are duplicative and should be accessed via the MediaElement provider.

I was also hoping that this would have some JS size benefits, but I'm not seeing any.

In order to test this I also needed to add a constructor for the MouseWheel event, which complicated things.

In general, wheel events are incredibly fragmented across browsers.
