Implement Model-Driven-Views spec for Dart

This has code ported from a few different sources:
* a port of https://github.com/toolkitchen/mdv polyfill
* a port of the observable layer: https://github.com/dart-lang/web-ui/tree/master/lib/observe
* a port of list change summary: https://github.com/rafaelw/ChangeSummary/blob/master/change_summary.js
The observePath/PathObserver code is written from scratch, but inspired by change_summary. I tried to keep it simpler; it does not support dirty checking. There's no good way to do that until we get dart:mirrors.

Put in a teardown for the docs test, fixed dom.py to actually run it correctly.

This also adds a PRESUBMIT.py, which will run on a commit and warn the
committer if the docs need to be regenerated. This only runs if
the html_dart2js, et. al. files have been modified.

Adding helper script to make it easy to run common DOM tasks.

I'm not much of a python person, so there's probably cleaner ways of doing some of this. It's primarily a script that I've been using locally for quite a while, but seems like it'd be useful for others as well.
It's not intended to cover every single scenario, just make the common ones easy. It prints out the commands it executes so if there is a problem, hopefully you can easily debug it.
