In many cases, the Mutexes and Monitors have to be marked "mutable"
because they're used to synchronize const accessor methods.

`profile_period` has been added to the list of flags which can be
changed at runtime via the `setFlag` RPC. Changing this flag at runtime will
cause the ThreadInterrupter to be shutdown, reinitialized, and started with the
new profiling period.
Fixes#35654.

- The PCMarker slot may be uninitialized (okay, a few skipped samples) and on a guard page (not okay, crash).
- With the upcoming "bare instructions" mode, some Dart frames will lack a PC marker slot.
Instead, add a sentinel value to the entry frame *above* its FP.

Currently symbolization is implemented through heap iteration - and
iterating a heap, which in turn requires creating HeapIterationScope and
extremely sophisticated operation that involves taking multiple locks
and waiting for threads to safepoint. This is too complex to be used
from the signal handler which is invoked in case of a crash - it can
lead to recursive crashes or worse - deadlocks.
For now we simply disable symbolization of Dart frames. In the future
we should switch symbolization to use an off the heap data structure
which can be accessed from a signal handler.

Previously there were places in the code where an API accepted a
`bool validate_frames` and call sites passed an enum value (which
implicitly got converted to a bool).
By changing the APIs to require an enum, the compiler will tell us if a
caller doesn't pass one.

The compactor copies all live objects in old space to fresh pages, places forwarding pointers in the old objects, forwards all the pointers, then frees the old pages. This has a high space overhead. It is not meant for use in production, but meant to test that the VM is properly set up to handle old-space objects moving.
Large page objects and instruction objects are not moved.

In Flutter, the timeline buffer overflows much more quickly than the profile buffer, but usually timeline events are more helpful than profile ticks for understanding performance. This commit trades profile buffer space for timeline event space.
32-bit:
profile buffer: 12MB -> 6MB
timeline buffer: 0.5MB -> 2MB
Also increase the default sample depth to better handle Flutter's deep tree walks.

Note there is no option to disable the profiler. The profiler on Mac, Linux, and Android is based on SIGPROF, and there is no way to wait for all the outstanding signals as required to be able to safely free the sample buffer.
Saves ~20MB on 64-bit VMs.
