Reason for revert: regression of snapshot sizes (DNO-599).

Martin Kustermann ab6aeaa106 [vm/kernel] Use GC-tracked ExternalTypedData/TypedDataView for kernel buffers
Until now we often leaked kernel buffers (e.g. hot reload buffers) because various
objects were referencing ExternalTypedData objects pointing into the middle of
c-allocated memory. This made it impossible for the GC to determine when the last
reference is gone.

This CL ensures that the actual buffers are *always* made available via
ExternalTypedData and any inner pointers into it are created via TypedDataViews.

The embedder guarantees to the free kernel buffers it has provided to:
    - Dart_CreateIsolateFromKernel
    - Dart_LoadScriptFromKernel
    - Dart_LoadLibraryFromKernel
    - Dart_SetDartLibrarySourcesKernel
on isolate shutdown.

All other kernel buffers will get a finalizer attached, which ensures the
kernel buffers get freed by the GC once they are no longer referenced:
    - Kernel blobs for expression evaluation
    - Kernel blobs for Hot-Reload
    - Kernel blobs for cc tests

Ryan Macnak 7514ce941e [vm] Assert handles are only allocated when the thread is preventing safepoints.
Threads in the native or blocked states don't prevent safepoints, so they may run concurrently with a safepoint operation like GC. It is not safe for handles to be allocated while the GC is visiting them, so these threads must not allocate handles. Assert only threads in the VM or generated states, which prevent safepoints until they check in, may allocate handles. (Generated code does not allocate handles, but leaf runtime entries remain in the generated state.)

Ryan Macnak 9174a627f5 [vm, gc] Ensure BackgroundCompiler can't be deleted during a safepoint.
Previously, the background compiler was deleted by the thread pool, which could have raced ahead of the mutator clearing its reference. Now it is deleted by the mutator.

New folder structure (nested under vm/):

- compiler/
-   jit/         - JIT specific code
-   aot/         - AOT specific code
-   backend/     - all middle-end and back-end code (IL, flow graph)
-   assembler/   - assemblers and disassemblers
-   frontend/    - front ends (AST -> IL, Kernel -> IL)

compiler/README.md would be the documentation root for the compiler
pipeline

Ben Konyi f2fd150ea0 Added new type of unit test, RAW_UNIT_TEST_CASE, which is used for tests that can be flaky if run while the VM is alive. Tests created using the RAW_UNIT_TEST_CASE macro will run after the VM has shutdown to avoid having any worker threads contaminating the test results.

Ivan Posva 5be5d54529 - Refactor Symbol allocation to expect a thread parameter.
- Preallocate all tokens as symbols to avoid repeated lookups.
- Pass thread/zone where useful while doing this change.

Siva Annamalai e72c1fb47d Implement safepointing of threads :
- uses thread execution status transition to track when a thread is in a safepoint or needs to block for a safepoint
 - introduces a monitor per Thread object
 - uses a per thread safepoint handshake between the thread requesting a safepoint and the requested thread.

The ThreadRegistry class now contains only the thread list for an isolate and the functionality of scheduling a thread onto an Isolate and unscheduling it from teh isolate. We could fold this functionality into the Isolate class in a different CL.

Daniel Andersson b96076eba4 Test running compiler on a helper thread with mutator paused.
This test currently fails on new-space allocation, etc., and is meant to be used as a milestone in TDD towards a fully concurrent optimizing compiler.

Florian Schneider 8d38a58c18 Make array allocation stub shared between isolates.
This allows to make the last explicitly named stubs shared between isolates.

When sharing code stubs, we can't do patching at their entry anymore.
Therefore, I had to remove patching support of the array allocation stub.
Is this a functionality we want to keep?

The change is mostly performance-neutral because optimized code has an inlined fast
path for array allocation and only uses the stub for the slow-case.

The only isolate-specific stubs left are object allocation stubs which are
associated with their Class are per-isolate.

Since this CL removes any isolate-specific stubs from StubCode, it becomes AllStatic.

Since we should probably have two different allocation stubs, keep two in the class and switch between them. Future work will put intelligence in the allocation stub selection. rmacnak@google.com 0c7531c941 Implement Evaluate without creating temp classes by storing an eval function's script in the function's data field.
This means Evaluate doesn't burn through CIDs, mitigating the problem where class table entries are treated as strong references. More generally the whole tangle of objects created during eval is collectable, and running eval in a loop doesn't lead to heap growth.

This change adds a debugger API function to evaluate an expression
in the context of a particular stack frame. The expression can
refer to local variables accessible in the frame, but it cannot
alter the variables.
