Integer boxing in compielr seems to check correctly fro smi/mint. Can you think of any other places where we could create incorrect Mints or Bigints?

erikcorry@google.com 547cbf9da6 Add some support for the code-point code-unit distinction. 
Adds String.fromCodeUnits and String.codeUnitAt, and modifies
String.fromCodePoints and String.codePointAt to actually use code points.
Fixes String.charCodes to use code points and adds String.codeUnits.
Reenables some tests, and adds new ones for non-BMP characters.
Fixes issues 6418, 6501 and 1357.

fschneider@google.com ecda9dd804 Add one-char string table for faster String.charAt to the VM. 
This is used for a fast lookup when executing String.charAt.
Currently it is only used in the C-runtime, but the plan is to
generate optimized code for the table lookup for speeding up
String.charAt.

lrn@google.com 3450798a1d Make Exception a class, not an interface, and remove the const constructor. 
We should consider removing the constructor entirely, there is never a good excuse for throwing a non-descript Exception. If you do, it should likely be an Error instead.

After this cleanup, RegExp no longer have a const constructor. Use 'new
RegExp(...)' from now on.

Retain a NotImplementedException type for backwards compatibility.
This class will be removed soon.
The constructor of UnimplementedError is currently const in order to
support the NotImplementedException. That will be fixed too.
