This makes sure we can distinguish e.g. 2 different timeline.dart files
(from runtime/lib/timeline.dart and sdk/lib/developer/timeline.dart)
This CL also fixes the owner of constructors to be patch classes, if
the constructors come from a patch.
This CL also adds a service/valid_source_locations_test, which loops
over libraries/classes/fields/functions and obtains source locations for
them, including line numbers. This ensures that if there is a source
location attached to a member, we can use it's token position to get to
the line number.
This CL also changes package:kernel's [Cloner] to clone fileOffsets (and
not just fileEndOffsets). This is important for mixin resolution, where
we copy members into mixin application classes.

The analyzer has a stricter patch parser than the VM. Patch files
cannot change signatures of patched members. Specifically, they cannot
change:
- the return type
- a parameter's name
- a parameter to an initializing formal
- an optional parameter's default value

Patched SDK is an SDK with all VM patches spliced into it. Kernel compiler is based on the analyzer front-end which does
not have any patch files support/model so for it to produce Kernel files that match VM we need to generate a such patched SDKs.

Annotate patch classes and top-level patch functions with @patch
instead of the pseudo-keyword patch. This allows the analyzer
to read patch files, and matches the syntax that dart2js uses.
The deprecated syntax is still supported, but a warning is printed when detected.

A TimelineTask represents an asynchronous track of operations on the timeline.
The old API allowed multiple isolates to emit events simultaneously on the same task or to start / finish events in any order. This isn't supported by our UI and probably many other tools that consume trace-event.
With this change, operations within a TimelineTask must complete in the reverse order of their start calls (aka a stack). You can pass a TimelineTask from one isolate to another but you must first complete all open operations before passing it.
Example:

task.start('Some phase');
await someFuture;
task.finish();

- Blocks are associated with threads and not isolates.
- Fix isolate filters when iterating over blocks and events.
- Always add the isolateNumber argument when serializing events.
- Add new (kSerializedJSON) EventType for events already serialized to JSON.
- Have events coming from Dart code use the standard event structure w/ type = kSerializedJSON.
- Remove now unused DartTimelineEvent and machinary.
- Dart and C++ events now use the same structures and system.

- This CL only adds support for synchronous blocks of time. A follow up CL will add asynchronous blocks of time.
- Reports true thread id to tracing system. This is an improvement over Mojo's tracing helper.
- Dart events are included in individual isolate traces and global traces obtained via the embedders API.
- Dart events are included in the write to disk path (--timeline_dir).
