Previously, a valid web socket connection would use the following URI:
`ws://127.0.0.1/ws`
Now, by default, the VM service requires a connection to be made with a
URI similar to the following:
`ws://127.0.0.1:8181/Ug_U0QVsqFs=/ws`
where `Ug_U0QVsqFs` is an authentication code generated and shared by the
service.
This behavior can be disabled with the `--disable-service-auth-codes`
flag.

This enables other emdedders to reuse parts of the standalone embedder
implementation without depending too much on the implementations details.
As part of the change we also remove a dependency from DartUtils on
IsolateData - by removing dart:_builtin library caching. Lookup
of this library does not seem to be on hot path anymore in Kernel world.

Like HOST_ARCH_*, HOST_OS_* describes the OS the VM is running on, which may be different from the OS the VM is generating code for during AOT compilation.
Currently we conflate the two when emitting AOT as assembly, and we get away with it because Flutter only uses assembly for targeting iOS and one can only target iOS from a Mac, but we expect to use assembly for Android as well so native tools can unwind Dart frames.

We now check all of the scripts which make up a library. If any
script is modified, then we consider that library to be modified. We
also consider any library which imports a modified library to be
modified. To propagate this info efficiently, we build and discard
the imported-by graph when beginning a reload.
The embedder must provide a FileModifiedCallback in order to support
the detection of modified scripts.
In order to detect changes to package: libraries, we have modified the
embedder interface to provide the resolved url when possible, so that
we don't need to re-resolve package uris when checking for reload.
This change is incompatible and all embedders will need to be updated.
We now support a "force" flag when reloading sources. This causes all
libraries to be reloaded regardless of whether the underlying scripts
have been updated.

This CL adds targets to the GN build that build the standalone Dart VM
without the observatory, and with dart:io enabled but with most of the
functionality stubbed out as UNIMPLEMENTED(). It also adds a simple
eventhandler for Fuchsia for implementing Timers.

Remove -fdata-section again from the Linux build configuration: It prevented
some optimizations in gcc and clang - fewer things were recognized as constants.
Add const to pointers/arrays in some places to help compilers with determining
what is a constant. A common pattern is strlen of a string literal const char*,
or an array of function pointers.
Tested with gcc 4.8.4 / clang 3.4 and improves code qualtiy + reduces binary size.

3) Add two tools scripts:
- tools/run_pub.py (runs pub before SDK is built)
- tools/obs_tool.py (helper for get, build, and deploy stages)
4) Build Observatory with runtime:
- pub get --offline
- pub build
- deploy
5) Build artifacts are now in standard output directory, for example, out/DebugIA32/observatory.
6) Add a new 'dart_boostrap' host target (no snapshot, no observatory) that can be used as the Dart executable to run pub when building Observatory. This is behind a build.py flag --use-bootstrap-for-observatory because:
- It is only necessary on older Linux distributions that are incompatible with the prebuilt Dart testing executable.
- running pub build with the boostrap Debug build is significantly slower.
7) Detect if the prebuilt executable doesn't work and automatically switch to the 'dart_bootstrap' executable. Also, warn the user and provide a Wiki link with more information.
