The Fuchsia SDK can now be consumed by non-Fuchsia buildroots to produce
Fuchsia artifacts.
The Fuchsia SDK comes with a JSON manifest that describes the various SDK
"parts". GN targets are stamped for each of these parts. The location of these
GN targets can be configured. That location is set to |fuchsia_sdk_root| in
each buildroot. This variable is defined in //build/fuchsia/sdk.gni in each
buildroot. For buildroots that don't care or know about the Fuchsia SDK, that
file may not exist. This is why, the import of that file is guarded behind
the is_fuchsia flag. When the Fuchsia SDK is enabled, that file will define
values for two required variable |using_fuchsia_sdk| and |fuchsia_sdk_root|.
The first flag defines if the SDK is being used. If unset (but defined), the
builds are in-tree. Eventually we want only SDK builds. |fuchsia_sdk_root|
is set to the spot in the buildroot where the GN targets for the SDK parts
are stamped.

Rationale:
This if "hides" the dart_libfuzzer target for
build targets that do not support the fuzzer tool
(e.g. no asan, ia32, etc.). This makes "build all"
possible again, and yields "unknown target 'dart_libfuzzer'"
for unsupported case. Also updates README accordingly
and fixes some formatting.

The two existing places where IR is built are changed to use this new
helper. It supports running normal JIT/AOT passes as well as a
user-specified set of passes.
In order to allow vm/cc tests to make assertions about AOT pipeline this CL
enables the DART_PRECOMPILER define in run_vm_tests binary (similar to
gen_snapshot, run_vm_tests has now JIT and AOT support)

dart_kernel_platform_cc depends on gen_kernel_bytecode_dill, so
gen_kernel_bytecode_dill is no longer "testonly".
When trying to use latest Dart SDK in Fuchsia, fx set complains:

This change extends/fixes the exiting "pattern recognition" which tries
to recognize the pattern

Furthermore we start inlining the recognized `ClassID.getID` method very
early in the pipeline. This allows the VM to recognize the above
pattern and insert redefinitions before the actual inlining pass.
Furthermore we special-case two very hot methods in utf8 decoding by
manually having two loops, one of which is guarded by a class-id check
against the _Uint8ArrayView class, which is most common. (In the future
we would like to unify the typed data layouts so we no longer need to
use `ClassId.getID`, thereby also allowing non core library code to use
this).
This improves dart-aot by
* 31%+ for a protobuf decoding benchmark we care about

dart binary would instantiate CrashpadClient if DART_CRASHPAD_HANDLER
and DART_CRASHPAD_CRASHES_DIR environment variables are set.
- DART_CRASHPAD_HANDLER should contain the path to the crashpad_handler
binary that would handle the crash and write minidump;
- DART_CRASHPAD_CRASHES_DIR should contain the path to the crashpad database
which would be used to store minidumps.
Rewrite --copy-crash-dumps support on windows to use Crashpad integration
instead of editing Windows registry.
Embedding crashpad required to roll a new zlib version because Crashpad
depends on the zlib. This version of zlib is buildable with its own
BUILD.gn so our custom BUILD.gn is removed.

This fixes flaky build failures on our bots.
To reproduce the original issue:
