Before a import of, say "hello.dart" was printed as
"import './hello.dart'".
Now instead it is printed as "import 'hello.dart'".
At the same time we get rid of a dependency.

A new approach to building the class hierarchy based on
Declarations/Builders. The new approach is that we perform
all kinds of override checks while building the hierarchy.
This is the first step of many, and it only builds the
hierarchy for class members (including superclasses, but not
interfaces).
The checks implemented so far are missing implementations,
and conflicts (can't override a method with a setter).
As I plan to reimplement most of Dart 2.0 semantics using a
bottom-up approach to type inference based on legacy mode,
I've changed the severity of MissingImplementationNotAbstract.

If we use `_InvocationMirror._withoutType`, the symbol for the member name is created dynamically and escapes obfuscation.
We need to create the member name symbol statically via a `const` constructor.

Prior to this CL the return type of any constructor function was
always void. According to the specification §9.3 the return type of a
constructor function ought to be its enclosing class.

The behavioral difference is that named and optional arguments are filled in
with their default values in the `Invocation` object passed to `noSuchMethod`.
On the implementation side we make NSM forwarders concrete and fill in their
bodies in the CFE. The custom (and somewhat hacky) VM support is no longer
needed, and Dart2JS can benefit from this implementation as well.
According to discussion on #33031 we will be able to re-land this soon without
breaking Mockito.
Prior failures on precompiler bots are fixed in Patchset 2.
